Subject: In the Matter of LightSquared Subsidiary LLC Request for Modification
of its Authority for an Ancillary Terrestrial Component; SAT—MOD—20101118—
00239

Dear Secretary Dortch:

There is a growing reliance on web based services to improve the efficiency of
government. Increased access to broadband at an affordable price would only
improve the ability of a municipality to interact and provide services to its
residents.

Supplying affordable broadband access to the community will expand academic
growth opportunities, increase the potential market for local businesses and
improve the ability of our village to interact quickly and efficiently with the entire
community.

In addition, a community needs to provide its students the tools they need to
succeed when they enter the workforce or expand their education beyond the
local school system. An essential tool to competing in today‘s workforce and to
provide a well rounded educational experience is expose students to the vast
resources of the internet. Unfortunately not all students have the same access to
internet services.

I am asking you to support LightSquared, a company that plans to roll out
national wireless service. LightSquared will ensure that consumers have fast,
reliable connectivity, regardless of location. By 2015, LightSquared expects to
cover at least 92 percent of people in the U.S. with its wireless broadband
network; in addition, from commercial launch it will offer the entire nation
wireless coverage through its satellite. This proposal would not just benefit our
schools but would benefit the entire community.

Improving access to broadband access will expand academic growth
opportunities, increase the potential market for local businesses and improve the
ability of our village to interact quickly and efficiently with the entire community.
Please support the proposal to grant this service to our community.
