The request of Intelsat License LLC (formerly PanAmSat Licensee Corp.) (Intelsat) to modify its
authority in order to operate its C— and Ku—band space station, Galaxy 11 (Call Sign $2253), at the 55.5°
W.L. orbital location, IBFS File No. SAT—MOD—20101102—00229, is granted. Accordingly, Intelsat is
authorized to conduct Telemetry, Tracking, and Telecommand (TT&C) operations necessary to relocate
its Galaxy 11 space station from its currently assigned 32.8° E.L. orbital location to the 55.5° W.L. orbital
location, and to maintain Galaxy 11 at the 55.5° W.L. orbital location, using the following center
frequencies: 11.701 GHz and 11.702 GHz (space—to—Earth), 14.0005 GHz and 14.4985 GHz (Earth—to—
space). Intelsat is also authorized to provide Fixed—Satellite Service (FSS) via Galaxy 11 at the 55.5°
W.L. orbital location in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 10.95—
11.20 GHz (space—to—Earth), 11.7—12.2 GHz (space—to—Earth), and 13.75—14.50 GHz (Earth—to—space)
frequency bands. This authorization shall be in accordance with the technical specifications set forth in
Intelsat‘s application (as supplemented), Federal Communication Commission (Commission) rules, and
the following conditions:

         1.      Intelsat shall prepare the necessary information, as may be required, for submission to the
International Telecommunication Union (ITU) to initiate and complete the advance publication,
international coordination, due diligence, and notification process of this space station, in accordance with
the ITU Radio Regulations. Intelsat shall be held responsible for all cost recovery fees associated with
these ITU filings. No protection from interference caused by radio stations authorized by other
Administrations is guaranteed unless coordination and notification procedures are timely completed or,
with respect to individual Administrations, coordination agreements are successfully completed. Any
radio station authorization for which coordination has not been completed may be subject to additional
terms and conditions as required to effect coordination of the frequency assignments with other
Administrations. 47 C.F.R. § 25.111(b).

       2.      Intelsat shall operate the Galaxy 11 space station at the 55.5° W.L. orbital location in
compliance with all existing or future coordination agreements.

        3.       In connection with the provision of service in any particular country, Intelsat is obliged to
comply with the applicable laws, regulations, rules, and licensing procedures of that country

        4,       While at the 55.5° W .L. orbital location, Intelsat shall maintain the Galaxy 11 spacecraft
with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.

         5.      Intelsat‘s request for waiver of Section 25.114(d)(3) of the Commission‘s rules, 47
C.FER. § 25.114(d)(3), IS GRANTED. Section 25.114(d)(3) requires predicted space station antenna gain
contour(s) for each transmit and each receive antenna beam and nominal orbital location requested.
Intelsat‘s application indicates that with respect to Galaxy 11‘s TT&C bicone and pipe antenna beams
(Exhibits 2R, 28, 2U and 2V in the Engineering Statement), as well as its ULPC global horn antenna
(Exhibits 2X and 2Y in the Engineering Statement), the beam patterns were not prepared in accordance
with the parameters specified in Section 25.114(d)(3) of the Commission‘s rules because the satellite
manufacturer did not provide contours in the required format. We find, however, that Exhibits 2R, 258,
2U, 2V, 2X and 2Y, together with the descriptive characterization provided on pages 1 through 3 of the
Engineering Statement, fulfill the requirements of Section 25.114(d)(3).

        6.       Grant of this authorization is based on Intelsat‘s representation that it will dispose of the
Galaxy 11 spacecraft at end of life to a minimum altitude of 300 kilometers (perigee) above the
geostationary arc, that it has reserved 30 kilograms of fuel for this purpose, and that fuel gauging

uncertainty has been and will be taken into account in these calculations, using the methods set forth in
Intelsat‘s application.

         7.       Intelsat‘s request for a partial waiver of Sections 25.114(d)(14)(i1) and 25.283(c) of the
Commission‘s rules, 47 C.F.R. §§ 25.114(d)(14)(i1) and 25.283(c), is granted. These sections specify that
space stations must discharge all stored energy sources at end of life of the space station. Galaxy 11 was
launched on December 21, 1999,‘ before Section 25.283(c) was adopted. Intelsat states that Galaxy 11 is
not able to vent all pressurized systems and residual helium will remain in two pressurant tanks at end of
life because the residual helium on the Galaxy 11 satellite was permanently isolated from the propulsion
system by firing a pyrotechnic valve soon after launch. Intelsat states that the sealed helium tanks each
contain approximately 260 grams of helium at end of life, with each tank volume being approximately
0.068579 m‘. This waiver is granted because modification of the spacecraft would present an undue
hardship, since Galaxy 11 is an in—orbit space station and venting Galaxy 11‘s helium tanks would require
direct retrieval of the satellite, which is not currently possible. In making this determination, we note that
the information submitted in the application is not sufficient to support a finding that the intent of the rule
would be satisfied by the described procedures for sealing the helium tanks.

         8.     Intelsat‘s use of the 10.95—11.20 GHz frequency band is subject to Footnote US211 to the
Table of Frequency Allocations, 47 C.F.R. § 2.106, US211, which urges applicants for airborne or space
station assignments to take all practicable steps to protect radio astronomy observations in the adjacent
bands from harmful interference, consistent with footnote US74.

        9.      Intelsat‘s use of the 10.95—11.20 GHz frequency band is limited to international
operations in accordance with footnote NG 104 to the United States Table of Frequency Allocations, 47
C.F.R. § 2.106, NG 104, and footnote 2 of Section 25.202(a)(1) of the Commission‘s rules, 47 C.F.R. §
25.202(a)(1).

         10.     In the 13.75—14.00 GHz band (Earth—to—space), receiving space stations in the fixed—
satellite service shall not claim protection from radiolocation transmitting stations operating in accordance
with the United States Table of Frequency Allocations.

         11.     Pursuant to footnote US337 of the United States Table of Frequency Allocations, 47
C.E.R. § 2.106, US337, any earth station in the United States and its possessions communicating with the
Galaxy 11 space station in the 13.75—14.00 GHz band (Earth—to—space) is required to coordinate through
National Telecommunications and Information Administration‘s (NTIA‘s) Interdepartment Radio
Advisory Committee‘s (IRAC‘ s) Frequency Assignment Subcommittee (FAS) to minimize interference
to the National Aeronautics and Space Administration Tracking and Data Relay Satellite System,
including manned space flight.

         12.    Operations of any earth station in the United States and its possessions communicating
with the Galaxy 11 space station in the 13.75—14.00 GHz band (Earth—to—space) shall comply with
footnote US356 to United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US356, which
specifies a mandatory minimum antenna diameter of 4.5 meters and a non—mandatory minimum and
maximum equivalent isotropically radiated powers (EIRP). Operations of any earth station located
outside the United States and its possessions communicating with the Galaxy 11 space station in the

13.75—14.00 GHz band (Earth—to—space) shall be consistent with footnote 5.502 to the ITU Radio
Regulations, which allows a minimum antenna diameter of 1.2 meters for earth stations of a geostationary
satellite orbit network and specifies mandatory power limits.

         13.      Operations of any earth station in the United States and its possessions communicating
with the Galaxy 11 space station in the 13.77—13.78 GHz band (Earth—to—space) shall comply with
footnote US357 to United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US357, which
specifies that a required maximum EIRP density of emissions not exceed 71 dBW in any 6 MHz band for
communications with a space station in geostationary—satellite orbit." Operations of any earth station
located outside the United States and its possessions communicating with the Galaxy 11 space station in
the 13.77—13.78 GHz band (Earth—to—space) shall comply with footnote 5.503 to the ITU Radio
Regulations, which specifies a required maximum EIRP density of emissions (limit is dependent on
antenna diameter) for communications with a space station in geostationary—satellite orbit.

        14.    Operators of earth stations accessing the Galaxy 11 space station in the 13.75—14.00 GHz
band are encouraged to cooperate voluntarily with the National Aeronautics and Space Administration
(NASA) in order to facilitate continued operation of NASA‘s Tropical Rainfall Measuring Mission
(TRMM) satellite."

         15.     Pursuant to footnote US342 of the United States Table of Frequency Allocations, 47
C.F.R. § 2.106, services operating in the 14.47—14.50 GHz band shall take all practicable steps to protect
the radio astronomy service from harmful interference.

         16.     Intelsat shall comply with the power levels specified in Section 25.212 of the
Commission‘s rules, unless it coordinates any operations using power levels exceeding the levels in
Section 25.212 with all potentially affected adjacent satellites within 6 degrees orbital separation of the
55.5° W. L. orbital location. Intelsat shall inform the Commission of the power levels it has coordinated.
In addition, Intelsat must inform all affected earth station operators that Section 25.220 of the
Commission‘s rules applies to operations that exceed the power levels specified in Section 25.212. In no
event shall the uplink input power spectral density level of Galaxy 11‘s digital carriers exceed —38.7
dBW/Hz into the antenna and the downlink EIRP density of such carriers exceed —34.6 dBW/Hz for the
C—band. Further, in no event shall the uplink input power spectral density of Galaxy 11‘s digital carriers
exceed —45 dBW/Hz into the antenna and the downlink EIRP density of such carriers exceed —21 dBW/Hz
for the Ku—band.

> NASA‘s TRMM satellite system radar in the 13.793—13.805 GHz band remains operational and is a highly
valuable and visible United States asset with a broad range of international users. Accordingly, NTIA has requested
cooperation from the Commission and non—Federal Government entities in providing assistance in reducing
interference with the TRMM radar. Specifically, NTIA requests that FSS earth stations in the 13.793 — 13.805 GHz
band located south of 39° N. and east of 110° W. operate with emission levels below —150 dBW/600 kHz at the
TRMM space station receiver. Letter from Frederick R. Wentland, Acting Associate Administrator, Office of
Spectrum Management, NTIA, to Don Abelson, Chief, International Bureau, FCC (February 28, 2002). Considering
the secondary nature of the TRMM operation, NTTIA‘s request is not a condition of this authorization. The
Commission, however, urges all operators of earth stations accessing the Galaxy 11 space station in the 13.75—14.0
GHz band to cooperate voluntarily with NASA in order to facilitate continued operation of the TRMM satellite.

        17.    Intelsat‘s operation of Galaxy 11 at the 55.5° W.L. orbital location in the 5925—6425
MHz (Earth—to—space), 10.95—11.20 GHz (space—to—Earth), and 11.70 —11.95 GHz (space—to—Earth)
frequency bands is subject to the following conditions:

         (a) Intelsat shall remain a signatory to the Public Services Agreement between Intelsat and the
         International Telecommunications Satellite Organization (ITSO) that was approved by the ITSO
         Twenty—fifth Assembly of Parties, as amended.

         (b) No entity shall be considered a successor—in—interest to Intelsat under the ITSO Agreement for
         licensing purposes unless it has undertaken to perform the obligations of the Public Services
         Agreement approved by the Twenty—fifth Assembly of Parties, as amended.

        18.      Grant of this modification does not constitute "specific authority" pursuant to Section
25.161(c) of the Commission‘s rules.                                                             °

          19.     Grant of this authorization is without prejudice to any decision regarding Intelsat‘s ability
to file an application for authorization to operate a replacement space station in the 11.7—12.2 GHz and
13.75—14.00 GHz frequency bands at the 32.8° E.L. orbital location.* Grant of this authorization does not
constitute an announcement that these frequencies are available for reassignment.

        20.     Grant of authority to operate in the 10.95—11.20 GHz, 11.70—11.95 GHz, 11.95—12.20
GHz, 13.75—14.00 GHz, and 14.25—14.5 GHz frequency bands at the 55.5° W.L. orbital location is
conditioned on Intelsat certifying to the Commission, in writing, within 180 days of this grant that the
Galaxy 11 space station is operating in these frequency bands at the 55.5° W.L. orbital location." Failure
to provide such timely certification shall render this authorization to operate in the 11.95—12.20 GHz and
13.75—14.00 GHz frequency bands at the 55.5° W.L. orbital location null and void.

       21.     Nothing in this authorization extends the license term for this space station, Call Sign
$2253, which expires on April 6, 2015.

         22.      Intelsat is afforded thirty days from the date of release of this grant and authorization to
decline this authorization as conditioned. Failure to respond within this period will constitute formal
acceptance of the authorization as conditioned.

* Intelsat New Dawn (Call Sign $2751) is authorized to operate at the 32.8° E.L. orbital location, see IBFS File Nos.
SAT—LOA—20080509—00101 and SAT—AMD—20081205—00223 (granted Jan. 9, 2009), and is scheduled to be
launched at the end of March 2011. In its application to operate the Intelsat New Dawn space station at 32.8° E.L.,
Intelsat did not seek, and was not granted, authority to use the 11.7—12.2 GHz and 13.75—14.00 GHz frequency
bands. Once Galaxy 11 leaves the 32.8° E.L. orbital location, there will be no Intelsat space station operating in the
11.7—12.2 GHz and 13.75—14.00 GHz frequency bands at the 32.8° E.L. orbital location.
* Intelsat states that the 10.95—11.20 GHz, 11.70—11.95 GHz, 11.95—12.20 GHz, and 14.25—14.50 GHz frequency
bands will be used by Galaxy 11 at the 55.5° E.L. orbital location, but are not being used by any other Intelsat
