              Dear Mr. Michalopoulos,

                       This letter requests additional information concerning the above—referenced application
              filed by DISH Operating L.L.C. (DISH). DISH requests authority to cease operations on its
              authorized direct broadcast service (DBS) channels at the 147.925° W.L. orbital location until it
              can resume operations in 2011. DISH states this request is necessitated by the unexpected failure
              of the EchoStar 5 satellite, which was located at the 147.925° W.L. orbital location until July
              2009. In its application, DISH states that it expects to relocate the EchoStar 8 satellite, currently
              at 77° W.L., to the 147.925° W.L. orbital location once the Quetzsat—1 satellite is launched to 77°
              W.L. in 2011.‘
                      To assist the Commission in processing this application, DISH should supplement the
              application by filing an amendment that includes the following information:

                       1)         In March 2003 EchoStar Satellite Corporation, an affiliate of DISH,
                                  represented that the EchoStar 8 satellite experienced a thruster anomaly
                                  during launch that rendered the space craft less than optimally reliable."
                                  Please provide information regarding the current condition of the EchoStar 8
                                  satellite, which will be under DISH‘s control at the 147.925° W.L. orbital
                                  location, including estimated fuel remaining and the date of the satellite‘s
                                  expected end—of—life. Further, please specify when DISH expects to
                                  commence EchoStar 8‘s operations at the 147.925° W.L. orbital location. In
                                  addition, please explain DISH‘s proposal to relocate EchoStar 8 to 147.925°
                                  W.L. in light of EchoStar Corporation‘s pending application for authority to

                transfer the EchoStar 8 satellite to QuetzSat S. de R.L. de C.V., and operate
                EchoStar 8 at the 77° W.L. orbital location under Mexican authority."

        2)         Please provide the current state of construction progress and anticipated
                   launch date for the QuetzSat—1 satellite.


         DISH‘s amendment must be filed with the Commission‘s Secretary within 15 days of the
date of this letter, with a courtesy copy to Alyssa Roberts of my staff. Failure to respond by this
