ATTACHMENT INTELSAT 602 Call Sign: $2389 SAT—MOD—20070511—00071 July 20, 2007 Intelsat North America LLC‘s (Intelsat North America‘s) request, IBFS File No. SAT— MOD—20070511—00071,‘ for modification of the INTELSAT 602 satellite IS GRANTED. Accordingly, Intelsat North America IS AUTHORIZED to operate the INTELSAT 602 satellite in the following C—band frequencies (3625—4200 MHz and 5850—6425 MHz) and Ku—band frequencies (10.95—11.2 GHz and 11.45—11.7 GHz and 14.0—14.5 GHz) at the 157° E.L. orbital location, in accordance with the terms, conditions, and technical specifications set forth in its application, this Attachment and the Federal Communications Commission‘s (Commission) Rules. 1. While at the 157° E.L. orbital location, Intelsat North America shall maintain the INTELSAT 602 spacecraft with an east/west longitudinal station—keeping tolerance of 0.05 degrees. 2. Intelsat North America shall operate the INTELSAT 602 satellite at 157° E.L in compliance with all existing coordination agreements. 3. Intelsat North America‘s request that the Part 25 waivers" that were originally granted to the INTELSAT 602 satellite continue to apply at the 157° E.L. orbital location IS GRANTED. 4. Intelsat North America requested a waiver of requirements of Section 25.114 (d)(3) with respect to the presentation of coverage patterns of the telemetry, command and ranging (TC&R) antenna patterns. Our review shows that Intelsat has provided TC&R antenna pattern in another format which is acceptable. ‘ Intelsat North America LLC, Application for Modification of Authorization to Relocate INTELSAT 602 from 150.5° E.L. to 157° E.L. (File No. SAT—MOD—20070511—00071) (filed May 11, 2007). The modification was accepted for filing. Public Notice, Satellite Space Applications Accepted for Filing, Report No. SAT—00448 (rel. June 1, 2007). No comments were filed. Intelsat North America was previously granted authority conduct TT&C operations during the drift of the INTELSAT 602 satellite to the 157° E.L. orbital location and authority to temporarily operate the satellite at the 157° E.L. orbital location. See Intelsat North America LLC‘s Request for Special Temporary Authority for INTELSAT 602 (File Nos. SAT—STA—20070605—00077 and SAT—STA—20070613—00083) (DA 07—2750). * See Applications of Intelsat LLC for Authority to Operate and Further Construct, Launch, and Operate C— Band and Ku—Band Satellites that Form a Global Communications System in Geostationary Orbit, 15 FCC Red 15460, 15529 (Appendix C) Memorandum Opinion and Order and Authorization (2000) ("Intelsat August 2000 Licensing Order"), recon. denied, 15 FCC Red 25234 (2000)(Order on Reconsideration). In the Intelsat August 2000 Licensing Order, the INTELSAT 602 satellite was granted the following Part 25 waivers, 25.202 (g), 25.210 (a) (1), 25.210 (a) (3), 25.210 (c), 25.210 (1), and 25.211(a) at the 62° E.L. orbital location.

Therefore Intelsat North America‘s waiver request of Section 25.114(d)(3) IS GRANTED. While at the 157° E.L. orbital location, Intelsat has indicated that the satellite will operate at inclined orbit, pursuant to Section 25.280 of the Commission‘s rules. ._ Intelsat North America is afforded thirty days from the date of this action to decline this authorization as conditioned. Failure to respond within this period will constitute formal acceptance of the authorization as conditioned. This action is used pursuant to Section 0.261 of the Commussion‘s rules on delegated authority, 47 C.F.R. § 0.261, and is effective upon grant.
