Dear Ms. Dortch:

        New ICO Satellite Services G.P. ("ICO®") hereby voluntarily surrenders the
above—referenced modifications of its reservation of spectrum to add a second
geostationary (GSO) satellite to its 2 GHz Mobile Satellite Service ("MSS") system at the
114.75° W.L. orbital location. Both modifications were granted by the Commission on
December 18, 2006.‘ Due to the potential for difficulties in frequency coordination that
have become apparent during the pendency of these applications, ICO will not pursue this
aspect of its 2 GHz MSS system at this time.

        We appreciate the diligent efforts of the Commission and its staff in addressing
this matter.
