Dear Ms. Dortch:

       DISH Operating L.L.C. (“DISH”), through counsel, hereby withdraws its requests for the
unconditional release of the bonds for three satellite authorizations (Call Sign S2490, a Ka-band satellite
authorized at 117º W.L.; Call Sign S2607, a Ku-band satellite authorized at 109º W.L.; and Call Sign
S2609, a Ku-band satellite authorized at 121º W.L.).1 DISH has previously surrendered these
authorizations.2 The current bond amount for each authorization is $1.5 million for a total of $4.5
million. In lieu of forfeiture, DISH will make arrangements with the Office of the Managing Director to
make payment to the Treasury in full satisfaction of these obligations.
