                          of Modification of Authorization

        Intelsat LLC ("Intelsat") hereby submits a notice of modification of its space

 station license to permit relocation pursuant to deployment plan changes. Specifically, as

 required by Section 25. I 18(e> ofthe Commission's Rules, 47 C.F.R. Q 25.1 18 (e), Intelsat

 submits this 30 day notice to modify its space station license as follows:


         1.    INTELSAT 707 (S2398), File No. SAT-A/O-20000119-00012.
               Intelsat modifies its license to relocate INTELSAT 707 from 1 .O" W.L. to
               53.0" W.L. Intelsat plans to start the relocation ofthe TNTELSAT 707
               satellite upon the transfer of traffic to INTELSAT 10-02 at 1 .OoW.L. in
               Aug.lSept.2004 and arrive at the new location in Sept./Oct. 2004.


In accordance with the requirements of Section 25.1 17(d) of the Commission's

Rules, 47 C.F.R. 9 25.1 17(d), a completed FCC Form 312 is attached for this


modification. A certificate as required by Section 25.1 18(e) of the Commission's Rules

is also attached (see Exhibit 2).

I.      BACKGROUND

        On August 8, 2000, the Cornmission granted Intelsat's application for authority to

operate 17 in-orbit C-band and Ku-band satellites then owned and operated by the

International Telecommunications Satellite Organization ("INTELSAT"). The

Commission also granted Intelsat authority to construct, launch and operate 10 planned

satellites. The authorization also allowed Intelsat to relocate, among 22 orbital locations,

certain then-operating satellites upon the launch of the 10 planned satellites.'

        As explained in Intelsat's original application, in order to accomplish its diverse

mission, the Intelsat system is a dynamic system that is quick to respond to business

demands and customer needs. To this end, lntelsat regularly relocates its satellites to

optimize satellite usage, satisfy customer requirements and maximize the uti1ization of

orbital resources!

       The instant application for modification of the INTELSAT 707 license is the

result of hrther evaluation and refinement of Intelsat's satellite deployment pians. This

modification, which does not require prior authorization per Section 25.1 18(e) of the

Commission's Rules, is fully described below.

       11.     MODIFICATION

       INTELSAT 707 was authorized to operate at 1 .Oo W.L. in August 2000.

Intelsat is now modifying its INTELSAT 707 license to relocate the satellite from

1.O" W.L. to 53.0" W.L. and to operate at that location. At the new location,

INTELSAT 707 will replace the currently operating INTELSAT 706. Intelsat plans to relocate

INTELSAT 706 to another location and will apply for the modification of the

INTELSAT 706 license shortly.

       There is no change in the technical characteristics of the satellite and all the

waivers granted to the INTELSAT 707 satellite at: the 1' W.L. location continue to apply to the new

location. The coverage contours from the new location are provided in Attachment 1 .

       Intelsat has the necessary coordination agreements for the operation of

INTELSAT 707 at the new location in place and wit1 operate the satellite in accordance

with those agreements.



       111.    PUBLIC INTEREST SHOWING

       The proposed modification in Intelsat's deployment plan will serve the public

interest. Not only will the modification promote eEFicient use of the orbital arc, it will

also provide Intelsat with the flexibility needed to manage its system and meet the needs

of its customers.

       Intelsat will operate the INTELSAT 707 satellite at the new orbital location in

accordance with the coordination agreements with nearby satellite operators.

Accordingly, this modification will not give rise to any coordination concerns.

                                                 EXHIBIT 2

Intelsat LLC (“Intelsat”) modifies its license for INTELSAT 707 for satellite fleet management
purposes, pursuant to Section 25.1 18(e) of the rules of the Federal Communications Cominission
(“FCC” or Tommission”).’ INTELSAT 707 currently operates at I .O” W.L. Upon the transfer
of traffic to MTELSAT 10-02, a newly launched satellite, at that location, Intelsat will relocate
INTELSAT 707 to 53.0” W.L.and begin operations from that orbital position in
September/October 2004. Intelsat certifies that the pending orbital relocation meets the
following requirements:

1.     Intelsat will relocate TNTELSAT 707, a geostationary satellite, to 53.0” W.L., an orbital
       location assigned to Intelsat.

2.     INTELSAT 707 will operate within the coordinated parameters.

3.     Intelsat certifies that it will comply with all the conditions of its original license and all
       applicable rules after the relocation.

4.     Intelsat certifies that it will comply with all applicable coordination agreements at the
       newly occupied orbital location.

5.     Intelsat certifies that it has completed any necessary coordination of its space station at
       the new location with other potentially affected space station operators;

6.     Inteisat certifies that it will limit operations of the space station to Tracking, ‘Telemetry,
       and Control (TT&C)functions during the relocation and satellite drift transition period;
       and

7.     Intelsat certifies that the relocation of INTELSAT 707 will not resuit in a lapse of service
       for any current customer.

Further, Intelsat is providing 30 days prior notice to the Commission and any potentially affected
licensed spectrum users.
