Dear Mr. Weimer:
          "Thisletter requests information regarding the construction status of Celsat America, Inc.‘s
(Celsa) satelite fo ts mobile—satllteservice (MSS) system. Celsatis authorized to operate a MSS
system using S—band and Ka—band frequencies atthe 121° W.L. orbital location." On July 17, 2004,
Celsat filedthe above—referenced modification application secking, among other things, an extension of
its milestone to complete construction ofand launch its satelit into the assigned orbital lcation. The
requested extension is premised on the bankruptey of the satelfite‘s manufacturer, Space Systems/Loral
(Loral. As a resultofthe Loral bankruptey, Celsatstatesthat it made modifications to is proposed
system and amended the construction contract with Loral. Celsa represents that constructon ofthe
satellite commenced in July 2004.
        "The amended contract,dated July 12, 2004, provides for monthly progress reports.® To assist in
the processing ofCelsat‘s modification application,please submit t the Commission copies ofhe two
most recent monthly status reports.The report should be submitted no late than November 4,2004,
with a courtesy copy to Alyssa Roberts ofmy staff
