Washington, DC 20554 Re: Hughes Network Systems, Inc. - Voluntary Surrender of Ka-Band GSO Licenses and Voluntary Dismissal of Pending Applications for Call Signs S2187, S2188 and S218.5 Dear Ms. Dortch: Hughes Network Systems, Inc. ("HNS") hereby voluntarily surrenders its licenses for Ka-band satellites at 101" E.L. (Call Sign S2187),' 111" E.L. (Call Sign S2188),2and 49" W.L. (Call Sign S2185).3 Because this surrender renders pending applications related to these licenses moot, HNS also voluntarily dismisses the following applications: Call Sign S2187: SAT-MOD-20021018-00192, SAT-MOD-20030123-00048; Call Sign S2188: SAT-MOD-20021018-00191, SAT-MOD-20030123-00049; and Call Sign S2185: SAT-MOD-20021023-00194, SAT-MOD-20030223-00047, SAT- MOD-20030401-00059. HNS requests that the Commission update its records to reflect these actions and issue public notice thereof as required. Changes in the overall network design for HNS' Ka-band network have led to the decision to surrender the licenses for Call Signs S2187, S2188, and S2185. However, HNS remains committed to implementing its Ka-band satellite system. Nothing in this letter is intended to affect any of HNS' other Ka-band authorizations or pending ' IBFS File No. SAT-LOA-19950929-00127. IBFS File No. SAT-LOA-19950929-00128.
