    Dear Ms. Dortch:

                 Columbia Communications Corporation (‘Columbia"), by its attorneys,
    hereby withdraws, to the extent not already acted upon, its modification application
    File No. SAT—MOD—20020517—00078 (the "AMC—12 Modification") and withdraws
   two pending amendments to that application, File Nos. SAT—AMD—20030801—00140
   and SAT—AMD—20040429—00087 (the "AMC—12 Amendments"). Columbia also
   withdraws its modification File No. SAT—MOD—20020517—00079 (the "AMC—22
   Modification®).
                These filings concern technical and milestone issues relating to
   Columbia‘s orbital positions at 37.5° W.L. and 47° W.L. Columbia recently
   launched AMC—12, which will operate at 37.5° W.L. Prior to issuance of final
   authority for that launch, Columbia had requested that action on milestone
   applications relating to AMC—12 — the milestone portion of the AMC—12
   Modification, as amended by the AMC—12 Amendmonts — be held in abeyance.!. In
   its January 28 Order and Authorization for AMC—12, the Satellite Division granted
   the portion of the AMC—12 Modification that requested authority for changes in the

technical specifications of the satellite.® Pursuant to Columbin‘s request, action on
the milestone—related portion of the AMC—12 Modification was deferred, and no
action was taken on the two AMC—12 Amendments. 1d.

             The AMC—22 Modification related to the replacement spacecraft
assigned to 47° W.L. Columbia recently relinquished this replacement
authorization,® rendering the AMC—22 Modification moot.
             Accordingly, Columbia now withdraws the portion of the AMC—12
Modification that was not addressed in the AMC—72 Order and withdraws the two
AMC—12 Amendments. Columbia also withdraws the AMC—22 Modification. Please
