Dear Ms. Holiday:

Pursuant to a telephone conversation I had recently with Oleg Efremov of your
staff I learned that the FCC had some concern regarding GTE Spacenet‘s plans to
change the name of the ASC—2 satellite to SPACENET IV. This concern stems from
the fact that in 1985 the FCC authorized GTE Spacenet to construct and launch a
"SPACENET IV" satellite‘. As you will recall, however, the SPACENET satellite
which was previously authorized as "SPACENET IV" was used to replace the third
SPACENET satellite which was involved in a launch faw]ure in September 1985 and
upon successful launch was designated SPACENET III®.      As a result, GTE Spacenet
has not since referred to that satellite as SPACENET IV and did not realize that
designating ASC—2 as SPACENET IV would give rise to concern.        I understand
however, that the FCC still maintains files on the previous "SPACENET IV" and
that is where the concern arises.

In order to avoid any confusion at the FCC as a result of the name change of the
ASC—2 satellite, GTE Spacenet will refer to that satellite in any future
correspondence with the Commission as "SPACENET IV—n". This should distinguish
it from the previously authorized "SPACENET IV" satellite.

I hope this modification will meet with your approval and alleviate any concern.
