Dear Ms. Searcy:

On December 7, 1988 the Commission reléased the text_of an Order and
Authorization, FCC 88—378, granting GTE Spacenet a permanent orbital assignment
for its GSTAR IV satellite and specifying that the satellite was to be launched
by February, 1990.

While February 1990 was the date by which GTE Spacenet had planned to launch its
GSTAR IV satellite, unforeseen circumstances beyond GTE Spacenet‘s control made
it impossible to do so. As a result, GTE Spacenet now has a launch services
agreement with its launch services provider Arianespace for the launch of GSTAR
IV as early as June 1990, but no later than December 1990.

As a result of this unavoidable delay, GTE Spacenet finds it necessary to request
 an extension of the specified launch date for GSTAR IV until December 1990.
 Specifying a new launch date at the latest likely time will obviate the need for
 a further extension request given that the launch date may fall anywhere within
 the June—December timeframe. GTE Spacenet expects to know with more certainty
‘by mid March 1990 the likely date of the GSTAR IV launch and will notify the
 Commission accordingly.                         .                                .

As in the past, this launch delTay has resulted from circumstances cbmpletely
beyond GTE Spacenet‘s control.     Thus, GTE Spacenet believes the requested
extension is consistent with the Commission‘s policy for _ granting such an
extension for good cause shown.   Furthermore, this requésted extension will not
prejudice any other party.

Should any further modification occur to the GSTAR IV launch schedule,       GTE
Spacenet will advise the Commission.
