       File Nos. SAT-LOI-20160308-00025, SAT-LOI-20160308-00026

Dear Ms. Dortch:

       Spectrum Five LLC submits this letter regarding the two above-named satellite
authorizations granted by the Commission.

        Spectrum Five hereby declines the grant of two 17/24 GHz BSS satellite authorizations –
Call Signs S2957, a 17/24 GHz satellite at 110.9° W.L., and S2958, a 17/24 GHz satellite at 115°
W.L. Spectrum Five has decided that these orbital locations and frequencies do not fit within its
present business plans. In particular, for these orbital locations, it would be difficult at this time
to include multiple frequency assignments on the same satellite and to achieve satisfactory
coordination with nearby satellites. By contrast, other orbital locations would allow the
inclusion of multiple frequency assignments on the same satellite, leading to greater capacity.
