                  Dear Ms. Dortch:

                  On July 6, 2005, David Wilson, President of Spectrum Five LLC ("Spectrum
                  Five"), spoke via telephone with Sam Reder, Acting General Counsel ofthe
                  Commission, and Fred Campbell, Attomey Advisor in Chairman Martin‘s office,
                  regarding Spectrum Five‘s pending Petition for Declaratory Ruling to provide DBS
                  service in the United States using a satellte system authorized by the Netherlands."
                  During the conversation, Spectrum Five reiterated that timely grant of the Petition
                  was essential for expeditiously making the benefits of Spectrum Five‘s service
                  available to American consumers. Mr. Wilson also emphasized the need for, and
                  benefits of, prompt licensing to facilitate coordination between DBS operators.
