Scope of Grant:          Authority to: (1) conduct Tf&C operations with the combined vehicle stack (CVS) of the
                         Mission Extension Vehicle-i (MEV-1) and the Intelsat 901 (IS-901) space station (Call
                         Sign S2405), after rendezvous, proximity operations, and docking (RPOD) and while at the
                         27.5° W.L. orbital location; and (2) relocate the CVS, at the end of the contractual mission,
                         to 150 kilometers (km) above the geostationary orbit arc and undock the MEV-i from IS-
                         901 at that altitude.

Previous Grants:         Authority to construct, deploy, and conduct Tf&C operations with MEV-i as it: (i) is
                         deployed from the launch vehicle; engages in orbit-raising maneuvers and conducts various
                         post-launch system verification tests, and moves through the geosynchronous transfer orbit
                         (GTO); (ii) raises its orbit to the geostationary orbit (GSO) “graveyard” orbit 300 km
                         above the GSO orbital arc; and (iii) performs RPOD with IS-901 in the graveyard orbit.2

Unless otherwise specified herein, operations under this grant must comport with the legal and technical
specifications set forth by the applicant or petitioner and with Federal Communication Commission’s rules
not waived herein. This grant is also subject to the following conditions:
     1.   Space Logistics must prepare the necessary information, as may be required, for submission to the
          International Telecommunication Union (ITU) to initiate and complete the advance publication,
          coordination, due diligence, and notification process for these space stations, in accordance with the ITU
          Radio Regulations. Space Logistics will be held responsible for all cost-recovery fees associated with
          ITU filings. No protection from interference caused by radio stations authorized by other administrations
          is guaranteed unless coordination and notification procedures are timely completed or, with respect to

the coordinated frequencies in the future and requests that it be allowed to operate within the full range of the requested
TT&C frequency bands, as coordinated with Intelsat. Id. This grant reflects such authority.

         individual administrations, by successfully completing coordination agreements. Any radio station
         authorization for which coordination has not been completed may be subject to additional terms and
         conditions as required to effect coordination of the frequency assignments of other administrations. See
         47 CFR § 25.111(b).
    2. At the 27.5°W.L. orbital location, MEV-1 must operate within the frequencies and technical parameters
       authorized to IS-901 at that location.4
    3.   Operations in the 11.45-11.7 GHz frequency band are subject to footnote US211 to the United States
         Table of Frequency Allocations, 47 CFR § 2.106, US2 11, which urges applicants for airborne or space
         station assignments to take all practicable steps to protect radio astronomy observations in the adjacent
         bands from harmful interference, consistent with footnote US74.
    4.   Space Logistics’ request for waiver of the United States Table of Frequency Allocations, 47 CFR § 2.106,
         to operate TT’&C functions to earth stations in the United States and its territories and possessions using
         the 12.2-12.25 0Hz (space-to-Earth) frequency band on a non-interference, non-protected basis, is
         GRANTED. Such operations shall be on a non-interference and non-protected basis within the United
         States and its territories and possessions located within ITU Region 2. Waiver is justified because TT&C
         operations in these bands are consistent with No. 5.492 of the ITU Radio Regulations and will not affect
         any U.S. BSS Plan entry.
    5.   Operations in the 14.47-14.5 GHz (Earth-to-space) frequency bands are subject to the terms of footnotes
         5.149 and US342 to the United States Table of Frequency Allocations, 47 CFR §2.106, 5.149, US342,
         which urge applicants to take all practicable steps to protect the radio astronomy service from harmful
         interference.
    6. Pursuant to footnote US337 of the United States Table of Frequency Allocations, 47 CFR § 2.106,
       US337, any earth station in the United States and its possessions communicating with the MEV-1 space
       station in the 13.75-13.8 GHz (Earth-to-space) frequency band is required to coordinate through the
       National Telecommunications and Information Administration (NTIA) Interdepartment Radio Advisory
       Committee (IRAC) Frequency Assignment Subcommittee (FAS) to minimize interference to the National
       Aeronautics and Space Administration (NASA) Tracking and Data Relay Satellite System, including
       manned space flight.
    7.   In the 13.75-14.0 0Hz (Earth-to-space) frequency band, receiving space stations in the fixed satellite
         service must not claim protection from radiolocation transmitting stations operating in accordance with
         footnote US356 the United States Table of Frequency Allocations, 47 CFR § 2.106, US356.
    8.   Operations of any earth station in the United States and its possessions communicating with the MEV-1
         space station in the 13.75-14.0 GHz (Earth-to-space) frequency band must comply with footnote US356
         to the United States Table of Frequency Allocations, 47 CFR § 2.106, US356, which specifies a
         mandatory minimum antenna diameter of 4.5 meters and recommended minimum and maximum
         equivalent isotropically radiated powers (e.i.r.p.). Operations of any earth station located outside the
         United States and its possessions communicating with the MEV-l space station in the 13.75-14.0 0Hz
         (Earth-to-space) frequency band must be consistent with No. 5.502 to the ITU Radio Regulations, which
         allows a minimum antenna diameter of 1.2 meters for earth stations of a geostationary satellite orbit
         network and specifies mandatory power limits.
    9.   Operations of any earth station in the United States and its possessions communicating with the MEV-1
         space station in the 13.77-13.78 GHz (Earth-to-space) frequency band must comply with footnote US357
         to United States Table of Frequency Allocations, 47 CFR § 2.106, US357, which specifies that the
         maximum e.i.r.p. density of emissions not exceed 71 dBW in any 6 MHz band within the 13.77-13.78

        6Hz (Earth-to-space) frequency band for communications with a space station in geostationary-satellite
        orbit.5 Operations of any earth station located outside the United States and its possessions
        communicating with the MEV-l space station in the 13.77-13.78 6Hz (Earth-to-space) frequency band
        must comply with No. 5.503 of the ITU Radio Regulations, which specifies a required maximum e.i.r.p.
        density of emissions (limit is dependent on antenna diameter) for communications with a space station in
        geostationary-satellite orbit.
    10. We grant Space Logistics’ request to waive the provision of responses to information requests contained
        Schedule S related to “orbital longitude information,” channel width and center frequency information,
        minimum and maximum saturation flux density for command beams, and the polarization of Ku-beams.6
        Space Logistics states that limitations in the Schedule S software prevented it from providing the
        information via Schedule S and that it has instead provided this information in narrative format.7 We
        agree with Space Logistics that a waiver of Schedule S in this context will not undermine the purpose of
        Schedule S and is in the public interest.
    11. We grant Space Logistics’ request to waive the bond requirement contained in Section 25.165(a) of the
        Commission’s rules. We also waive, on our motion, the milestone requirements contained in Section
        25.164. In connection with its operations with Intelsat-901, the combined Intelsat-9O1JMEV-l space
        stations will operate with frequencies already authorized for IS-901. Thus, this grant does not implicate
        the warehousing concerns that the Commission’s milestone and bond requirements are designed to
        address. Accordingly, waiver will not undermine the purpose of these rules.
    12. The license term for the space station is 15 years and will begin on the date that Space Logistics certifies
        to the Commission that MEV- 1 has been successfully launched. Space Logistics must file its certification
        of commencement of operation with the Commission within five business days of MEV-1 being
        launched.
Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission’s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(h).
