Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with the Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

        1. Intelsat must prepare the necessary information, as may be required, for submission to the
           International Telecommunication Union (ITU) to initiate and complete the advance publication,
             coordination, due diligence, and notification process of this space station, in accordance with the
             ITU Radio Regulations. Intelsat will be held responsible for all cost—recovery fees associated with
             ITU filings. No protection from interference caused by radio stations authorized by other
             administrations is guaranteed unless coordination and notification procedures are timely completed
             or, with respect to individual administrations, coordination agreements are successfully completed.
             Any radio station authorization for which coordination has not been completed may be subject to
             additional terms and conditions as required to effect coordination of the frequency assignments of
             other administrations. See 47 C.F.R. § 25.111(b).
        2.    In connection with the provision of service in any particular country, Intelsat is obliged to comply
             with the applicable laws, regulations, rules, and licensing procedures of that country.
        3.     Intelsat must operate Intelsat 33¢ at the 60.0° E.L. orbital location in compliance with all existing or
             future coordination agreements for this location.
        4.    Intelsat must maintain the Intelsat 33e space station within an east/west longitudinal station—keeping
             tolerance of + 0.05 degrees of the 60.0° E.L. orbital location.
        5.   Intelsat‘s request for a waiver of Section 25.210(f) of the Commission‘s rules, 47 C.F.R. 25.210(f),
             in connection with Intelsat 33¢e‘s use of the 12.5—12.6 GHz and 13.75—13.85 GHz bands is

                GRANTED. Section 25.210(f) requires that FSS space stations employ full frequency re—use either
                through orthogonal polarization in the same beam and/or the use of spatially independent beams.
                The purpose of the rule is to ensure that space stations maximize the use of the spectrum. Intelsat
                states that the launch mass constraint on the satellite would have been exceeded had Intelsat
                included the necessary hardware that would have permitted full frequency reuse in these bands, and
                that this spectrum consists of only 2.6% of Intelsat 33¢e‘s bandwidth. Granting Intelsat a waiver of
                Section 25.210(f) would not prevent other licensees‘ use of the same spectrum through orthogonal
                polarization, preserving the maximum utilization of the spectrum.
           6.   Intelsat‘s request for a waiver of Section 25.210(i)(1) of the Commission‘s rules, 47 C.F.R. §
                25.210(i)(1), is GRANTED. Section 25.210(i)(1) requires space station antennas in the FSS to be
                designed to meet a cross—polarization isolation of at least 30 dB within the primary coverage area of
                the antenna. Section 25.210(i)(1) was eliminated as part of a recent Commission—level order
                streamlining Part 25 rules governing satellite communications, but the rule change is not yet
                effective.‘ The same public interest rationales for elimination of the rule justify a waiver of the rule
                in this instance."
           7.   Intelsat‘s operations of Intelsat 33e at the 60.0° E.L. orbital location in the 3700—4200 MHz (space—
                to—Earth), 5850—6425 MHz (Earth—to—space), 10.95—11.2 GHz (space—to—Earth), and 14.0—14.5 GHz
                (Earth—to—space) frequency bands are subject to the following additional conditions:
                a.   Intelsat shall remain a signatory to the Public Services Agreement between Intelsat and the
                     International Telecommunications Satellite Organization (ITSO) that was approved by the ITSO
                     Twenty—fifth Assembly of Parties, as amended.
                b.   No entity shall be considered a successor—in—interest to Intelsat under the ITSO Agreement for
                     licensing purposes unless it has undertaken to perform the obligations of the Public Services
                     Agreement approved by the Twenty—fifth Assembly of Parties, as amended.
           8.    The operation of Intelsat 33e and associated earth stations must comply with: (i) the applicable
                uplink limits in Sections 25.138, 25.211, 25.218, 25.221, 25.222, 25.226, and/or 25.227 of the
                Commission‘s rules in the 5925—6425 MHz, 13.75—13.85 GHz, 14.0—14.5 GHz, 28.35—28.6 GHz, and
                29.25—30.0 GHz frequency bands; (ii) the applicable downlink limits in Sections 25.138 and/or
                25.212 of the Commission‘s rules in the 10.95—11.2 GHz , 11.45—11.7 GHz, 18.3—18.8 GHz, and
                19.7—20.2 GHz frequency bands. These limits cannot be exceeded unless Intelsat coordinates any
                non—conforming operation with the operations of U.S.—licensed GSO space stations within 6 degrees
                of 60.0° E.L. Non—conforming operation must also be coordinated with respect to those operations
                of non—U.S.—licensed space stations within 6 degrees of 60.0° E.L. involving approved
                communications with U.S.—licensed earth stations.
           9.   The FSS operations of Intelsat 33e and associated earth stations must comport with the parameters
                of the Appendix 30/30A satellite network USABSS—42 filed with the ITU for operation in the 11.7—
                12.2 GHz (space—to—Earth) and the 17.3—17.8 GHz (Earth—to—space) frequency bands and any
                additional conditions resulting from the coordination of this network.
           10. Operations of Intelsat 33e in the 6650—6675.2 MHz (Earth—to—space) and 14.47—14.5 GHz (Earth—to—
               space) frequency bands are subject to the terms of footnotes 5.149 and US342 to the United States
                Table of Frequency Allocations, 47 C.F.R. §2.106, 5.149, US342, which urge applicants to take all
                practicable steps to protect the radio astronomy service from harmful interference.
           11. Pursuant to footnote US337 of the United States Table of Frequency Allocations, 47 C.F.R. § 2.106,
                US337, any earth station in the United States and its possessions communicating with the Intelsat

                33e space station in the 13.75—13.85 GHz (Earth—to—space) frequency band is required to coordinate
                through the National Telecommunications and Information Administration (NTIA) Interdepartment
                Radio Advisory Committee (IRAC) Frequency Assignment Subcommittee (FAS) to minimize
                interference to the National Aeronautics and Space Administration (NASA) Tracking and Data
                Relay Satellite System, including manned space flight.
            12. In the 13.75—13.85 GHz (Earth—to—space) frequency band, receiving space stations in the fixed
                satellite service must not claim protection from radiolocation transmitting stations operating in
                accordance with footnote US356 the United States Table of Frequency Allocations, 47 C.F.R. §
                2.106, US356.
            13. Operations of any earth station in the United States and its possessions communicating with the
                Intelsat 33¢e space station in the 13.75—13.85 GHz (Earth—to—space) frequency band must comply with
                footnote US356 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US356,
                which specifies a mandatory minimum antenna diameter of 4.5 meters and non—mandatory minimum
                and maximum equivalent isotropically radiated powers (e.i.r.p.). Operations of any earth station
                located outside the United States and its possessions communicating with the Intelsat 33e space
                station in the 13.75—13.85 GHz (Earth—to—space) frequency band must be consistent with No. 5.502
                to the ITU Radio Regulations, which allows a minimum antenna diameter of 1.2 meters for earth
                stations of a geostationary satellite orbit network and specifies mandatory power limits.
            14. Operations of any earth station in the United States and its possessions communicating with the
                Intelsat 33e space station in the 13.77—13.78 GHz (Earth—to—space) frequency band must comply with
                footnote US357 to United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US357, which
                specifies that the maximum e.i.r.p. density of emissions not exceed 71 dBW in any 6 MHz band
                within the 13.77—13.78 GHz (Earth—to—space) frequency band for communications with a space
                station in geostationary—satellite orbit." Operations of any earth station located outside the United
                States and its possessions communicating with the Intelsat 33e space station in the 13.77—13.78 GHz
                (Earth—to—space) frequency band must comply with No. 5.503 of the ITU Radio Regulations, which
                specifies a required maximum e.i.r.p. density of emissions (limit is dependent on antenna diameter)
                for communications with a space station in geostationary—satellite orbit.
            15. Intelsat must coordinate its downlink operations in the 18.3—20.2 GHz (space—to—Earth) frequency
                band with U.S. Federal systems, including Federal operations to earth stations in foreign countries,
                in accordance with footnote US334 to the United States Table of Frequency Allocations, 47 C.F.R. §
                2.106, US334.
           16. Intelsat must coordinate its operations in the 29.1—29.5 GHz band with feeder link operations of
                non—geostationary satellite systems operating in that band, pursuant to Section 25.278 of the
                Commission‘s rules, 47 C.F.R. § 25.278.
           17. Intelsat 33e must begin providing service at the 60.0° E.L. orbital location in the 3625—4200 MHz
               (space—to—Earth), 5850—6425 MHz (Earth—to—space), 10.95—11.2 GHz (space—to—Earth), 11.45—11.7
               GHz (space—to—Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands before the satellite it is
               replacing, Intelsat 904 (Call Sign $2408), discontinues service at the 60.0° E.L. orbital location.
               Failure to meet this milestone will render this authorization to operate in these frequency bands
                NULL and VOID.
           18. Intelsat seeks to operate Intelsat 33e in the 6425—6725 MHz (Earth—to—space), 11.7—12.2 GHz (space—
               to—Earth), 12.5—12.6 GHz (space—to—Earth), 13.75—13.85 GHz (Earth—to—space), 17.3—17.8 GHz
               (Earth—to—space), 18.3—20.2 GHz (space—to—Earth), and 28.1—30.0 GHz (Earth—to—space) frequency
               bands that are not authorized on the Intelsat 904 space station. As part of its application, Intelsat

              submitted evidence that it had met the first milestone for the additional frequencies it seeks to
              include in the Intelsat 33e space station and requested a reduction in the required bond, pursuant to
              Section 25.165 of the Commission‘s rules, 47 C.F.R. § 25.165. Based on the evidence provided, the
              Satellite Division finds that Intelsat has satisfied the first milestone (execute a binding non—
              contingent contract for construction) required for a geostationary satellite. As a result, the milestone
              and bond requirements are reduced. Accordingly, this grant of authority in the 6425—6725 MHz
              (Earth—to—space), 11.7—12.2 GHz (space—to—Earth), 12.5—12.6 GHz (space—to—Earth), 13.75—13.85 GHz
              (Earth—to—space), 17.3—17.8 GHz (Earth—to—space), 18.3—20.2 GHz (space—to—Earth), and 28.1—30.0
              GHz (Earth—to—space) frequency bands will become NULL and VOID, with no further action on the
              Commission‘s part, if Intelsat does not meet the following requirements:
             a.     Intelsat must file a bond with the Commission in the amount of $2,250,000, pursuant to the
                    procedures set forth in Public Notice, DA 03—2602, 18 FCC Red 16283 (2003), within 30 days
                    of this grant (March 28, 2016);
             b.     Complete the Critical Design review within one year (February 25, 2017);
             c.      Commence construction within two years (February 25, 2018); and
             d.     Launch and begin operations within four years (February 25, 2020).
         19. The license term for the space station is 15 years and will begin on the date that Intelsat certifies to
             the Commission that Intelsat 33e has been successfully placed into orbit and its operations fully
             conform to the terms and conditions of this authorization. Intelsat is directed to file its certification
             of commencement of operation with the Commission within five business days of Intelsat 33e being
             placed into operation at the 60.0° E.L. orbital location.


Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(h).

43. Description. (Summarize the nature of the application and the services to be provided).

Infelsat License LLC,          pursuant to Section 25.114 of the rules of Federal Communications
Commission,      hereby applies to launch and operate a C/Ku/Ka—band replacement satellite with new
frequencies,      to be known as Intelsat 33e,             at the 60.0 E.L.        orbital location.   Intelsat 33e is
scheduled for launch in the third quarter of 2016 and,                        after traffic transition,   will replace the
Intelsat 904 satellite           ({call sign $2408),       which is currently operating at 60.0 E.L.
