The application of Intelsat License LLC (Intelsat), IBFS File No. SAT—LOA—20140114—00005,
as supplemented," for authority to construct, launch and operate a C— and Ku—band geostationary
orbit space station, to be known as Intelsat 34, at the 55.5° W .L. orbital location, is GRANTED.
Specifically, Intelsat is granted authority to construct, launch, and operate Intelsat 34, Call Sign
$2915, at the 55.5° W.L. orbital location to provide Fixed—Satellite Service (FSS) in the 3700—
4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.45—11.7 GHz (space—to—Earth),
11.7—12.2 GHz (space—to—Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands." In
addition, Intelsat is authorized to conduct telemetry, tracking, and command operations to
maintain Intelsat 34 at 55.5° W.L. using the following center frequencies: 3949 MHz, 3949.5
MHz, 3950.5 MHz, 3951 MHz (space—to—Earth); and 6173.7 MHz, 6176.3 MHz (Earth—to—space).
Intelsat is also authorized to use beacons for uplink power control using the following center
frequencies: 3700.25 MHz, 11699.25 MHz, and 11699.5 MHz (space—to—Earth). Operations
under this authorization must comport with the legal and technical specifications set forth by the
applicant and with Federal Communication Commission‘s rules not waived herein, and are
subject to the following conditions:
       1.      Intelsat must prepare the necessary information, as may be required, for
submission to the International Telecommunication Union (ITU) to initiate and complete the
advance publication, international coordination, due diligence, and notification process of this
space station, in accordance with the ITU Radio Regulations. Intelsat shall be held responsible
for all cost—recovery fees associated with ITU filings. We also note that no protection from
interference caused by radio stations authorized by other administrations is guaranteed unless
coordination and notification procedures are timely completed or, with respect to individual
administrations, by successfully completing coordination agreements. Any radio station
authorization for which coordination has not been completed may be subject to additional terms
and conditions as required to effect coordination of the frequency assignments of other
administrations. See 47 C.F.R. § 25.111(b).

Intelsat‘s replacement expectancy to operate a space station in the 3400—3700 MHz (space—to—Earth), 5850—5925
MHz (Earth—to—space), 6425—6650 MHz (Earth—to—space), and 12.5—12.75 GHz (space—to—Earth) frequencies at the
55.5° orbital location, or the 10.95—11.2 GHz (space—to—Earth) and 13.75—14.0 GHz (Earth—to—space) bands at the
55.6° W.L. orbital location.

       2.     In connection with the provision of service in any particular country, Intelsat is
obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that
country.
        3.      Intelsat must operate Intelsat 34 at the 55.5° W.L. Intelsat in compliance with all
existing or future coordination agreements for this location.
        4.     Intelsat must maintain the Intelsat 34 space station within an east/west
longitudinal station—keeping tolerance of + 0.05 degrees of the 55.5° W.L. orbital location.
         5.     Intelsat‘s request for a waiver of Section 25.210(a)(3) of the Commission‘s rules,
47 C.F.R. § 25.210(a)(3), which requires that all FSS space stations used for domestic service in
the 3700—4200 MHz and 5925—6425 MHz bands to be capable of switching polarization sense
upon ground command, is GRANTED. The Commission requires polarity—switching capability
for two reasons: (1) to provide U.S.—licensed satellites with the flexibility to operate at different
orbital locations, and (2) to mitigate potential interference between adjacent fixed—satellite
systems transmitting analog television signals. This waiver grant is based upon a finding that the
ability to switch polarization is not currently necessary to protect other satellites at adjacent
orbital locations from harmful interference, because the nearest co—frequency satellites adjacent
to Intelsat 34 are Intelsat 23 at 53.0° W.L. and Intelsat 21 at 58.0° W.L. Intelsat states that it will
internally coordinate the transmissions between these spacecraft and Intelsat 34 to minimize
interference. Accordingly, there is good cause for waiver in this case. As a condition to the
grant of this waiver, Intelsat must accommodate future satellite networks that are compliant with
Section 25.210(a)(3). Further, Intelsat must operate Intelsat 34 pursuant to any existing or future
coordination agreements for this location.
        6.      Intelsat‘s request for waiver of Section 25.202(g) of the Commission‘s rules, 47
CFER. § 25.202(g), is GRANTED. Section 25.202(g) requires "telemetry, tracking and
telecommand (TT&C) functions for U.S. domestic satellites shall be conducted at either or both
edges of the allocated band(s). Frequencies, polarization and coding shall be selected to
minimize interference into other satellite networks and within their own satellite system."
Intelsat seeks to conduct command functions for the Intelsat 34 space station in the center of the
allocated bands (6173.7 and 6176.3 MHz ) and telemetry functions on one of two frequency
pairs (3949.0 and 3949.5 MHz, or 3950.5 and 3951.0 MHz). We authorize such TT&C
operations, and grant a waiver of Section 25.202(g), based upon the following findings:
           a. Operation of TT&C in the center of the standard C—band has already been
           coordinated for the existing Intelsat satellites at this orbital location, and, therefore,
           operation of the new satellite would not negatively alter the potential impact on
           adjacent satellites or require additional coordination;

           b. Operation of TT&C in the center of the standard C—band will avoid unnecessary
           earth station modifications and associated expenses for existing Intelsat customers
           that will be transitioning services to the Intelsat 34 satellite when it replaces Intelsat
           805 at the 55.5° W.L. orbital location;

As a condition of granting this waiver, Intelsat must accommodate future space station networks
that are compliant with Section 25.202(g).

        7.      Intelsat‘s use of the 11.45—11.7 GHz band is subject to footnote US211 to the
United States Table of Frequency Allocations, 47. C.F.R. § 2.106, US211, which urges
applicants for airborne or space station assignments to take all practicable steps to protect radio
astronomy observations in the adjacent bands from harmful interference, consistent with footnote
US74.
        8.      Intelsat‘s use of the 11.45—11.7 GHz frequency band is limited to international
operations in accordance with footnote NG52 to the United States Table of Frequency
Allocations, 47 C.F.R. § 2.106 NGS52.
        9.      Operations of Intelsat 34 in the 14.47—14.50 GHz frequency band must comply
with the terms of footnotes 5.149 and US342 to the United States Table of Frequency
Allocations, 47 C.F.R. § 2.106, 5.149, US342, which urge applicants to take all practicable steps
to protect the radio astronomy service from harmful interference.
         10. _ Operations of Intelsat 34 to or from the United States must comply with the power
levels specified in Section 25.212 of the Commission‘s rules, 47 C.F.R. § 25.212, unless Intelsat
coordinates any operations using power levels exceeding the levels in Section 25.212 with all
potentially affected adjacent satellites within 6 degrees orbital separation of the 55.5° W.L.
orbital location. Intelsat must inform the Commission of the power levels it has coordinated. In
addition, Intelsat must inform all affected earth station operators that Section 25.220 of the
Commission‘s rules applies to operations that exceed the power levels specified in Section
25.212. In no event may the uplink power density level of Intelsat 34‘s digital carriers operating
in the 5925—6425 MHz and 14.0—14.5 GHz bands exceed —38.7 dBW/Hz and —45 dBW/Hz,
respectively. Further, in no event may the downlink EIRP density of the Intelsat 34 digital
carriers operating in the 3700—4200 MHz and 11.45—11.7 GHz bands exceed —32 dBW/Hz and —
20 dBW/Hz, respectively.
        11.    Intelsat‘s operation of Intelsat 34 at the 55.5° W.L. orbital location in the 3700—
4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.45—11.7 GHz (space—to—Earth),
11.7—12.2 GHz (space—to—Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands is subject
to the following conditions:
           a.    Intelsat shall remain a signatory to the Public Services Agreement between
                Intelsat and the International Telecommunications Satellite Organization (ITSO)
                that was approved by the ITSO Twenty—fifth Assembly of Parties, as amended.
           b. No entity shall be considered a successor—in—interest to Intelsat under the ITSO
              Agreement for licensing purposes unless it has undertaken to perform the
              obligations of the Public Services Agreement approved by the Twenty—fifth
              Assembly of Parties, as amended.
        12.    Intelsat 34 must begin providing service at the 55.5° W.L. orbital location in the
3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), and 14.0—14.25 GHz
(Earth—to—space) frequency bands before the satellite it is replacing, Intelsat 805 (Call Sign

$2404), discontinues service at the 55.5° W.L. orbital location." Failure to meet this milestone
shall render this authorization to operate in these frequency bands NULL and VOID.
         13.      Intelsat 34 must begin providing service at the 55.5° W.L. orbital location in the
11.7—12.2 GHz (space—to—Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands before the
satellite it is replacmg, Galaxy 11 (Call Sign $2253), discontinues service at the 55.6° W.L.
orbital location." Failure to meet this milestone shall render this authorlzatlon to operate in these
frequency bands NULL and VOID.
         14.    Intelsat seeks to operate Intelsat 34 in the 11.45—11.7 GHz band (space—to—Earth)
that is not authorized for use on either the Intelsat 805 or Galaxy 11 space stations. As part of its
application, Intelsat submitted evidence that it had met the first three milestones for the 11.45—
11.7 GHz frequency band and requested a reduction in the required bond, pursuant to Section
25.165 of the Commission‘s rules, 47 C.F.R. § 25.165. Based on the evidence provided, the
Satellite Division finds that Intelsat has satisfied the first three milestones (execute a binding
non—contingent contract for construction; complete critical design review, and begin
construction) required for a geostationary satellite. As a result, the milestone and bond
requirements are reduced. Accordingly, this grant of authority in the 11.45—11.7 GHz (space—to—
Earth) frequency band will become NULL and VOID, with no further action on the
Commission‘s part, if Intelsat does not meet the following requirements:
             a.   Intelsat must file a‘bond with the Commission in the amount of $750,000,
                  pursuant to the procedures set forth in Public Notice, DA 03—2602, 18 FCC Red
                  16283 (2003), within 30 days of this grant (February 21, 2015); and,
             b. Intelsat 34 must be launched and placed into operation in the 11.45—11.7 GHz
                band within two years following the date of this authorization (January 22, 2017).
           15.     The license term for the space station is 15 years and will begin on the date that
 Intelsat certifies to the Commission that Intelsat 34 has been successfully placed into orbit and its
 operations fully conform to the terms and conditions of this authorization. Intelsat is directed to
 file its certification of commencement of operation with the Commission within five business
‘days of Intelsat 34 being placed into operation at the 55.5° W.L. orbital location.
        16.     Intelsat is afforded 30 days from the date of release of this grant and authorization
to decline this authorization as conditioned. Failure to respond within this period will constitute
formal acceptance of the authorization as conditioned.
        17.    This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 of the Commission‘s rules or applications for review under

43. Description. (Summarize the nature of the application and the services to be provided).

Intelsat License LLC,          pursuant to Section 25.114            of the rules of Federal Communications
Commission,       hereby applies to launch and operate a replacement C/Ku—band satellite,                         to be known as
Intelsat    34,    at the 55.5 W.L.       orbital location.          Intelsat 34      is      scheduled for launch in the third
quarter of 2015 and,         after traffic transition,            will replace the Intelsat 805 satellite            (call sign
$2404),    which currently is operating at 55.5 W.L.,                   and the Galaxy 11 satellite          (call sign $2253),
which currently is operéting at 55.6 W.L.                    Intelsat 34 will operate on a non—common carrier basis.
