Dear Ms. Dortch:

        On September 21, 2012, EchoStar Satellite Operating Corporation ("ESOC") filed an application
for authority to launch its new ECHO—45W satellite to be operated at 45.1° W.L. orbital location using
Appendix 30B frequencies. See File No. SAT—LOA—20120921—00152 (filed Sept. 21, 2012). ESOC is
hereby submitting the Article 4 information for the ECHO—45W satellite as required by Article 6.1 of
Appendix 30B to introduce an additional system into the Appendix 30B Plan. As noted in its
application, ESOC understands that it will be held responsible for any cost recovery fees associated with
this ITU filing.

         ESOC hereby submits a draft submission to the ITU, including a computer disk containing three
files, which provide all of the information required under Article 4 of the ITU Radio Regulations.

SUBJECT: Submission of Article 4 information for USASAT—55U
satellite network pursuant to Article 6.1 of AP30B.

Dear Sir:

The U.S. Administration is submitting the Article 4
information for the USASAT—55U satellite network, pursuant
to Article 6.1 of AP30B, to introduce an additional system
into the Appendix 30B Plan.

Enclosed is a zipped file "USASAT—55U AP30B.zip"
containing:
   e USASAT—55U AP30B.mdb — the Appendix 4 electronic
     submission
  e   USASAT—55U GIMSDB.mdb — the GIMS database file for
      USASAT—55U
  e   USASAT—55U    (VAL).txt   — results of validation


The electronic coordination request submission was analyzed
using the ITU validation software       (SpaceVal, Version 6.1.2,
July 2009).   There were no fatal errors reported.

The operating—agency code assigned to this satellite
network is 146, which corresponds to EchoStar Corporation.
Cost—recovery invoices associated with this satellite
network should be sent to the following point of contact:
