("ViaSat"), through its undersigned counsel, hereby responds to the International Bureau‘s letter dated April 27, 2007 requesting clarification of statements regarding the orbital debris mitigation/end—of—life operations in the above—referenced satellite applications. The Bureau asks ViaSat to confirm that ViaSat‘s statement in Section 15.2 of the Technical Annex of each application is an indication that ViaSat will remove and deplete energy sources on board the spacecrafts as required under Sections 25.114(d)(14)(ii) and 25.283(c) of the Commission‘s rules. ViaSat hereby confirms that once its spacecrafts have been placed into their final disposal orbit, ViaSat will remove all stored energy from the spacecrafts by depleting any residual fuel, leaving all fuel line valves open, venting the pressure vessels, and leaving all batteries in a permanent state of discharge.
