      Dear Ms. Dortch:

             PanAmSat Corporation (‘PanAmSat") hereby withdraws its Petition to Denyin
      Part! and Reply? concerning the above—referenced applications,filed by Lockheed
      Martin Corporation (‘Lockheed Martin},seeking authority to launch and operate a
      global regional positioning system ("RPS").
              PanAmSat initially opposed the applications because Lockheed Martin had
      offered no support for its proposal to use extended C—band frequencies, rather than its
      L—band service link frequencies, for TT&C. Lockheed Martin, however, subsequently
      filed an amendmentin which, among other things,it explained the rationale for its
      TT&C proposal and requested a waiver of Section 25.202(g) of the Commission‘s
      rules

      After careful review of this additional information, PanAmSat no longer objects
to Lockheed Martin‘s request, and is withdrawing its Petition and Reply. This
withdrawal, however, is limited to the specific facts presented by Lockheed Martin,
and should not be construed as indicating anygeneralized approval of the use of non—
service link frequencies for TT&C. PanAmSat reserves the right, on a case—by—case
basis, to object to future proposals to perform TT&C outside of service link bands.
