("Hughes"), this letter responds to your correspondence of December 12, 2002, in which you request a copy of Attachments B and C to a Hughes contract dated December 17, 1999. Hughes is pleased to provide the requested information, and is submitting Attachment B dated December 17, 1999, and Attachment C dated December 17, 1999. In addition, Hughes is providing an amended version of Attachment B dated March 30, 2000 that should be associated with Amendment No. 1 (also dated March 30, 2000). The rest of Amendment No. 1 is already contained in the materials Hughes provided on September 23, 2002. Hughes has filed these responsive materials with the Secretary along with a Request for Confidential Treatment under the Commission‘s Rules. We also are providing Ms. Khan with a courtesy copy, as you have directed. Please be advised that the materials provided in response to your request may contain ITAR and/or Commerce—controlled information. Hughes believes that it has fulfilled its legal obligations by submitting these materials to the Commission under a confidentiality request.
