                     COMMENTS OF SPACE SYSTEMS/LORAL


Space Systems/Loral, formerly Ford Aerospace Corporation, hereby submits these
comments in support of the above referenced application. Space Systems/Loral has
designed and manufactured spacecraft for commercial and military uses for over 30
years, and is supportive of pioneering efforts that would expand commercial
satellite services into the Ka—band.

There is a rapidly growing requirement for the use of small antennas that are
incompatible with the two degree spacing of satellites operating in the C— and Ku—
band, and there are multiple applicants for those DBS orbital locations that permit
good CONUS coverage.        The greater bandwidth possible at Ka—band, plus the
availability of choice orbital locations, will accommodate new and innovative
services and encourage development of technology required to implement them.


Space Systems/Loral urges the Commission to grant the application of Norris
Satellite Communications, Inc. Implementation of this system would serve the
public interest by promoting the use of underutilized spectrum while providing
new service options. °_
