("Norris") through counsel Hartke & Hartke pursuant to the Rules of Practice and Procedure, and in furtherance of the Order and Authorization of the Fedeial Communications Commission ("Commission")}), 7 FCC Red 4289 adopted June’19, 1992 and released July 7, 1992, providing the following compliance notice and submission: 1. By Order and Authorization of the Commission released July 7, 1992, iflFCC Red 4289, Norris Satelitte Communications Inc. was ordered tb have construction of the Norstar I commenced by July 1993. (See Order, paragraph 25). 2. While the Order and Authorization does not specifically require the submission of a copy of the Contract itself, Norris Satellite Communications, Inc. is hereby submitting the Company Priéate contract, incorporated herein by reference. (Purchase Contract between Norstar I Corporation and Harris Corporation, Purchase Contract Number 930701). Norstar I Corporaéion is a 1

subsidiary of Norris Satellite Communications, Inc. and licensee represents that there is no change of control involved with the subsidiary corporation, it being structured in this manner merely as an administrative convenience to licensee,wNorris Satellite Communications, Inc. j | 3. The subject contract is submitted on a confidential basis, not for public disclosure or disfribution directly or indirectly except as required by law or by Order of the Commission. 4. By virtue of this Notice and submission, licensee Norris Satellite Communications, Inc. is in full compliance with all construction milestones and other Orders of the Commission. If any time frame requirements have not been met for any reason or by inadvertence, Norris Satellite Communications, Inc. requests an extension of time for compliance with any outstanding matters in order to cure any unidentified requirements; Licensee is prepared to comply with any other Commission requirements pursuant to the Order upon due notice.
