Dear Ms. Kelly,
                Thank you for your call regarding the critical design review (*CDR") materials submitted
by EchoStar Satelite Operating Corporation ("EchoStar®) for the above—referenced space station
authorization.‘
                As you noted, EchoStar is currently authorized to use Ku—band frequencies for the launch
and transfer orbit TT&C operations of the proposed satellite, and to use Ka—band frequencies for on—
station TT&C." However, the CDR materials submitted show the use of Ku—band frequencies for on—
station TT&C. EchoStar confirms that this discrepaney was noted during the CDR process and has been
recorded as an action item for the spacecraft manufacturer to address. EchoStar also confirms thatit will
