   Dear Ms. Dortch:

          On the afternoon of July 21, 2004, ennifer Warren, Senior Director, Trade and
   Regulatory Affairs, Lockheed Martin Corporation (*Lockheed Martin), and the undersigned had
   a telephone conversation with Rod Porter, Deputy Chict, International Bureau, and Breck
   Blalock, Chieof Staff, Interational Bureau, to discuss the application of Intelsat North
   America, LLC ("Intelsat") to extend the grant of Special Temporary Authority ("STA") for the
   provision of "additional services,"as defined by the ORBIT Act, to former Loral customers
   authorized in the February 11, 2004 Loral/Intelsat Order. The undersigned, without Ms. Warren,
   held a previous telephone conversation with Dan Harrold, Office of General Counsel, regarding
   the same issues. Lockheed Martin urged the Commission to act on the STA extension request as
   expeditiously as possible, consistent with the Commission‘s authority under the Communications
   Act, and for the reasons provided in Intelsat‘s pending request. In particular, delay in action
   ereates an unnecessary scenario in which Intelsat customers would be compelled to terminate
   Intelsat—based service — o the detriment of end—user consumers — well in advance ofthe
   September 13, 2004 STA expization date.
            Pursuantto Section 1.1206 ofthe Commission‘s rules,‘ two copies ofthis etter are being
