           Please accept this letter as notification that Naselle Youth Camp pursuant to Public Notice Dated
           March 19, 2001, supports the above—captioned application of Motient Services, Inc. ("Motient‘) and
           Mobile Satellite Ventures Subsidiary LLC ("MSV Sub") filed on March 2, 2001.

           Naselle Youth Camp is a Juvenile Detention Center with 150 residents. We provide 24 hour a day
           security and support. Currently, Naselle Youth Camp employs Motient‘s satellite communications
           services as a complement to an existing communications system. Mobile radio and cellular
           telephones provide spotty or no coverage in our area, yet we must maintain dependable
           communication to ensure the safety of our employees and residents. We use Motient‘s service on an
           as—needed basis, and it remains always ready. With Motient‘s service, our staff has dependable
           access to communication.

           Motient‘s current satellite communications services address the communication needs of our
           emergency management plan. In times of natural disasters, Naselle Youth Camp must spring into
           action and requires a system that is dependable under all conditions. Motient‘s service offers reliable
           emergency com;ic}gnication even when landline and cellular service is out and power lines are down.

          Fires, earthquakes and floods are distinct possibilities here, and we are required to respond to these
          emergencies. When power outages occur, Motient offers seamless coverage. Furthermore, by
          implementing multiple service and terminal applications, rapid deployment is achieved when an
           emergency occurs.

          Motient‘s satellite dispatch service allows people at a central command center to communicate with
          anyone in the field, at any time.

          Naselle Youth Camp agrees with Motient and Mobile Satellite Ventures that the new system, as
          outlined in the application, will have tremendous benefit and would continue to improve
          communications in rural and remote communities such as ours.
