                                    Description of Application

         SkyTerra Subsidiary LLC (“SkyTerra”) hereby requests authority to extend the

MSAT-2 license term, which expires on August 21, 2010, until December 31, 2011, i.e.

approximately sixteen months. The next-generation replacement satellite for MSAT-2,

SkyTerra 1, is scheduled for launch in the August to October 2010 window and will

require several months of testing. Further, SkyTerra estimates that it will take

approximately eight months to transition traffic from MSAT-2 to SkyTerra 1.

Accordingly, an extension of the MSAT-2 license term is necessary to maintain

continuity of service to customers.

         Apart from the changes already proposed in the modification application this

filing amends, SkyTerra proposes no changes to the current operations of MSAT-2 and

incorporates by reference the most recent technical parameters for the satellite on file

with the Commission.1 The proposed extension does not impact the orbital debris

mitigation plan for the satellite. SkyTerra has confirmed that at the conclusion of the

requested extension period MSAT-2 will have sufficient fuel to de-orbit to a disposal

altitude that complies with the Inter-Agency Space Debris Coordination Committee

standard, as stated in the MSAT-2 orbital debris mitigation plan.2 For the above reasons,

SkyTerra submits that grant of this application serves the public interest.
