Dear Ms. Dortch:

        On November 4, 2010, L. Barbee Ponder IV (General Counsel), Vijaya Gallagher
(Director of Second Generation Satellite and Launch Management), Tony Navarra (President,
Global Operations), Brinda Shah (Manager of Systems Analysis), Barry Smith (Director
Globalstar Satellite Engineering), and Larry Witham (Specialist for Satellite Mechanical and
Propulsion Engineering), of Globalstar, Inc. (“Globalstar”), and Elvis Stumbergs, and the
undersigned of Wilmer Cutler Pickering Hale and Dorr LLP, counsel to Globalstar, spoke by
telephone with William Bell, Karl Kensinger, Robert Nelson, and Sankar Persaud of the
International Bureau.

       During their conversation, Globalstar representatives and their counsel discussed the
successful launch of the first set of satellites for Globalstar’s second generation constellation on
October 19, 2010 and the status of Globalstar’s French license. Globalstar also provided
additional details about the propulsion system for its second-generation satellites; it used the
attached schematic of its second generation satellite propulsion system to illustrate its points.
Globalstar representatives and their counsel also discussed the disposal orbit altitude for
Globalstar’s second-generation satellites. Globalstar explained the significant steps it takes to
ensure spacecraft collision avoidance during and after the completion of mission operations and
the propriety of a disposal orbit above 1500 km.

        Finally, the meeting participants discussed amendments to Globalstar’s application to
request authority for its earth stations in Sebring, FL and Wasilla, AK to communicate in the
7025-7055 MHz band on an unprotected basis. Globalstar also discussed its upcoming
application for Special Temporary Authority to allow communications between Globalstar’s
soon-to-be operational second-generation satellites and its mobile earth terminals in the United
States in the interim period after operations begin and before Globalstar’s application is acted
upon.
