SES Americom, I n c h (SES AMERICOM) application, File No. SAT-MOD-20080 124-
00030, as amended by SAT-AMD-20080311-00070, for modification of its Fixed
Satellite Service (FSS) C-, Ku-band space station authorization for the AMC-2 satellite
(Call Sign: S2134),' IS GRANTED. Accordingly, SES Americom IS AUTHORIZED to
operate AMC-2 at the 100.95' W.L. orbital location in the 3700-4200 MHz (space-to-
Earth), 5925-6425 MHz (Earth-to-space), 1 1.7-12.2 GHz (space-to-Earth), and 14.0-14.5
GHz (Earth-to-space) bands, in accordance with the specifications in the application and
the previously established terms, conditions, and specifications for operation of AMC-2,
except as modified herein, and in compliance with the Federal Communication
Commission's rules, except insofar as waived herein.
        SES Americom's request for partial waiver of Section 25.2 1OO), of the
        Commission's rules, 47 C.F.R. 5 25.2 1OQ), IS GRANTED as conditioned.
        Section 25.210Q) states that space stations "must be maintained within 0.05' of
        their assigned orbital longitude in the east/west direction, unless specifically
        authorized by the Commission to operate with a different longitudinal tolerance."
        SES Americom states that allowing AMC-2 to operate with an east-west station-
        keeping range of 0.15 degrees within a combined station-keeping volume with
        AMC-4 will not harm other operators. SES indicates that it will closely control
        the two satellites' flight to ensure their safe joint operation. We agree with SES
        Americom that increasing the station-keeping volume of the AMC-2 spacecraft
        will not adversely affect the operations of other spacecraft, will conserve fuel for
        future operations, and will facilitate coordinated operation of AMC-2 and AMC-4
        in the same station-keeping range. Accordingly, SES AMERICOM is authorized
        to operate the AMC-2 satellite within an east-west station-keeping range of 0.15
        degrees of longitude between 106.90' W.L. and 101.05" W.L. orbital location.
        This authority is limited to this spacecraft and does not extend to any replacement
        satellites. Further this authority for greater than .05 east-west station-keeping will
        continue only while AMC-4 (Call Sign: S2135) operates within the same
        longitudinal range.* Our action here is consistent with our pre~edent.~


 The modification was placed on public notice. Public Notice Report No. SAT-00503, Satellite Space
Applications Accepted for Filing (Feb. 15,2008), and Public Notice Report No. SAT-005 12, Satellite
Applications Accepted for Filing (Apr. 4,2008). On February 13,2008, Mobile Satellite Ventures L.P.
(MSV) filed a letter expressing concern regarding station-keeping coordination. Subsequently, the
operators resolved the concerns expressed and filed modifications and amendments to implement their
agreements. See IBFS File Nos. SAT-MOD-20080303-00055, SAT-MOD-200801 18-00028, and SAT-
AMD-200803 10-00061 (modifications for MSV's AMSC and MSV- 1 space stations).
  File No. SAT-MOD-200803 14-00072 granting authority for operation of the AMC-4 space station in a
station-keeping range between 100.9" W.L. and 101.05" W.L.

2. This action is taken pursuant to Section 0.261 of the Commission's rules on
   delegated authority, 47 C.F.R. 5 0.261, and is effective immediately. Petitions for
   reconsideration under Section 1.106 or applications for review under Section
    1.115 of the Commission's rules, 47 C.F.R. $8 1.106 and 1.115, may be filed
