   Dear Ms. Dortch:

                  On January 14,2008, EchoStar Corporation ((LEchoStar”)’filed the above referenced
   amendments to its previously filed applications for authority to launch and operate five satellites in the
   17/24 GHz BSS service. EchoStar is hereby submitting all information required to request ITU
   coordination for File Nos. SAT-AMD-20080114-00019, SAT-AMD-20080 114-00020, SAT-AMD-
   20080 114-00021, SAT-AMD-20080114-00022 (CD 1) and provide advanced publication for File No.
   SAT-AMD-20080114-00018 (CD2). EchoStar will also be held responsible for any cost recovery fees
   associated with these ITU filings.

            On January 1,2008, EchoStar Satellite Operating Corporation, the original applicant on the
   applications, consummated a pro forma assignment of several space station assets to EchoStar
   Corporation, including those associated with the applications identified in this letter. See, e.g., File No.
   SAT-ASG-20071108-00154, granted in Public Notice, DA 07-4655 (rel. Nov. 16,2007). Echostar,
   submitted a notification to update these applications to reflect this assignment as required by 47 C.F.R. ij
   1.65 on January 3 1,2008. See Letter fiom Pantelis Michalopoulos, Counsel for Echostar, to Marlene H.
   Dortch, Secretary, FCC, dated January 3 1,2008. EchoStar submitted a corrected letter on February 1,
   2008, identifying an additional application that was assigned. See Letter fiom Petra A. Vonvig, Counsel
   for Echostar, to Marlene H. Dortch, Secretary, FCC, dated February 1,2008.

               EchoStar hereby submits a computer disk containing four zip files, which provide all of
the information required to request coordination for the four above referenced applications, and a second
disk containing one zip file, which provides advanced publication for the above referenced application.
Additionally, EchoStar is submitting a letter accepting responsibility for any cost recovery fees
associated with the ITU filings. See Attachment A.

   Dear Ms. Dortch:

                 This letter is submitted on behalf of EchoStar Corporation (“Echostar”) in connection
   with Echostar’s proposed satellite networks USABSN-9A at 106” W.L., USABSN-1OA at 110” W.L.,
   USABSN-15 at 76” W.L., USABSN-16 at 62.5” W.L., and USABSN-21 at 78” W.L. See SAT-AMD-
   20080 114-00018, SAT-AMD-20080114-00019, SAT-AMD-20080114-00020, SAT-AMD-20080114-
   00021, SAT-AMD-20080114-00022 (filed Jan. 14, 2008).2

                   EchoStar is aware that as a result of the actions taken at the 1998 Plenipotentiary
   Conference, processing fees will now be charged by the International Telecommunication Union
   (“ITU”) for satellite network filings. As a consequence, Commission applicants are responsible for any
   and all fees charged by the ITU. EchoStar hereby states that it is aware of and unconditionally accepts
   this requirement and its responsibility to pay any ITU cost recovery fees associated with the
   aforementioned ITU filing at the appropriate time. In addition, all correspondence with EchoStar
   regarding ITU cost recovery issues should be directed to the undersigned.
