    Dear Ms. Dortch:

Lockheed Martin Corporation (“Lockheed Martin”), by counsel and pursuant to
     Section 25.152(a) of the Commission’s Rules, 47 C.F.R. 0 25.152(a), hereby voluntarily
requests that the Commission dismiss its above-referenced pending application to launch and
operate a radionavigation satellite service (“RNSS”) spacecraft at the 79” West Longitude orbital
location as part of its Regional Positioning System (“RPS”).’ Lockheed Martin emphasizes that
it is proceeding apace with plans to operate two RPS payloads at the 107.3”W.L. and 133” W.L.
orbital locations, to provide GPS Augmentation services in the United States. The application
for the latter facility was granted on June 23,2005, while the application for the 107.3’ W.L.
     orbital location remains pending.

Lockheed Martin, after careful consideration, has determined not to proceed at this time
with the implementation of its proposed RPS spacecraft at the 79” W.L. orbital slot. As
advancements in pending domestic and international Space-based Augmentation Services
(“SBAS”) continue to mature, Lockheed Martin is deferring its plans to proceed with all but the
RPS spacecraft that will serve the United States from 107.3”W.L. and 133” W.L. orbital
locations. However, in doing so, Lockheed Martin will retain its ability to respond to
developments in the global marketplace for SBAS. Accordingly, Lockheed Martin requests that
the above-referenced application be dismissed without prejudice.

    1
Concurrently with this request, Lockheed Martin is voluntarily requesting dismissal of two other RPS
satellite applications in which it had proposed to use the 71’ E.L. and 131.8’ E.L. orbital locations to provide RNSS.
