Dear Ms. Dortch:

       This letter provides notice that, on April 12,2004, Peter J. Hadinger of Northrop
Grumman Space & Mission Systems COT. (“NGST”) and the undersigned met with Thomas
Tycz, Jennifer Gilsenan, Robert Nelson, Andrea Kelly, Alyssa Roberts, JoAnn Lucanik, John
Martin, and Jay Whaley of the Commission’s International Bureau to discuss matters pertaining
to NGST’s five above-referenced amendments to its pending applications for a hybrid Ka-
bandV-band geostationary and non-geostationary orbit fixed-satellite service system. The
application proceeding has been designated to be a permit-but-disclose proceeding for ex parte
purposes in Ka-band, and is not presently subject to exparte restrictions in V-band.

        NGST’s representatives described the five amendments in detail, particularly with respect
to the orbital and spectrum plans for the combined system, and set forth how the filings changed
the proposals NGST initially made for Ka-band and V-band in its 1997 applications. NGST’s
representatives also addressed questions and provided information pertaining to the procedural
posture of the applications, as amended, and addressed the International Telecommunication
Union filing considerations associated with the system filings.

       Pursuant to the Commission’s rules, two copies of this letter are provided for inclusion in
each of the five above-referenced application proceedings.
