                             20040130-00008, SAT-AMD-20040205-00012; Call Sign: S2371; 107.3” W.L.
                             Orbital Location.

   Dear Ms. Warren:

          Lockheed Martin Corporation (“Lockheed”) has filed an application for authority to launch and
  operate a geostationary space station, Call Sign: S237 1, as part of its Regional Positioning System
  (“RPS”), a global radio-navigation satellite service (“RNSS”) network. In its February 2004
  amendment to its original application,’ Lockheed seeks authority to launch and operate an RNSS
  payload aboard a satellite to be launched by Telesat Canada Corporation (“Telesat”). Lockheed states
  that Telesat holds an authorization from the Canadian government, for the satellite to be known as
  ANIK FlR, at the 107.3”W.L. orbital location.* Lockheed also provides some information regarding
  the arrangements between Telesat and Lockheed concerning the operations of the satellite. We request
  that Lockheed provide the additional information requested below.

           1. Agreement between Lockheed and Telesat. Please provide copies of all contracts,
   agreements and understandings between Lockheed and Telesat pertaining to construction, launch, and
   operation of the ANIK F 1R satellite, and associated ground-based communications infrastructure.

           2. Canadian Authorization. Please provide a copy of the Canadian authorization referenced in
   page 5 of the Amended Appli~ation.~

          3. Telemetry, Tracking, and Control (“TT&C”). Please indicate whether Lockheed is seeking
   an FCC authorization to operate in the TT&C frequencies listed in its Amended Application (i.e., TT&C


   ‘See Lockheed Martin Corp., Amendment Application for Authority to Launch and Operate a Global System of
   Geostationary Orbit Satellites in the Radionavigation Satellite Service, File No. SAT-AMD-20040205-00012,
   (“Amended Application”).

       Id at 6.


Telesat has sought authority from the Canadian Administration to operate in all or a portion of the same
TT&C frequencies, an4 if so, in which frequencies. Please provide a description of the specific
arrangements between Lockheed and Telesat regarding TT&C functions for the spacecraft and for
individual payloads on board the spacecraft. Please provide information regarding facilities, including
landline or other control facilities, by which Lockheed will execute control operations. For example,
please describe the procedure Lockheed would execute in the event that Lockheed was required to shut
down the RNSS payload. Please also explain whether Lockhsed will retain the ability, through actions
initiated using its United States facilities, and without involvement by personnel in Canada, to cease
operations of the RNSS payload.

          4. Radio Stations on the Anik FIR. Please confirm that your application includes a complete
list of all radio frequencies on which all radio stations aboard the Anik F1R spacecraft will operate. If
not, please provide such a list.

       5. ITU Filings and Associated Frequencies. Please provide a list of the International
Telecommunication Union (“ITU”) filings Lockheed contemplates that the spacecraft would operate
pursuant to, specifically accounting for all the radio frequency bands, as provided in paragraph 4 above.

         We request that Lockheed provide the above information in form of an amendment. We note
that if Lockheed fails to respond to this letter by May 24, 2004, Lockheed’s original application and
amendments may be dismissed pursuant to sections 25.1 12(c) and 25.152@)of the Commission’s rules.
