       granted by Order and Authorization DA—3553 ofthe Chief, Iternational Bureay, on
       November 8, 2004)
      This is to inform you that, on January 4, 2005, in connection with the above
referenced Dockets and Applications, the undersigned, representing the Department of
Defense (DoD), was present during an informal technical meeting hosted by Mr. Badri
Younes, Director of Spectrum Management, Office of the Assistant Secretary of Defense for
Networks and Information and Integration (ASD/NID), and representatives of several entities
interested in these proceedings (a complete list ofattendecs is attached.). Richard B. Engleman,
Chief Engineer for the Commission‘s International Bureau was present, but Mr. Engleman
attended the meeting in an observer role only. The purpose of the meeting was to make initial
contact and to seek technical data for the Department‘s consideration.

       Because the Department uses mobile terminals for access to Inmarsat services now, and
may elect to use similar or evolving Mobile Satellite Services (MSS) in the future, DoD technical
specialiss raised questions addressed to both Inmarsat and Mobile Satellite Ventures (MSV)
representatives at the meeting. Most queries were raised with respect to potential operational
scenarios that might arise when projected ancillry terrestrial components (ATCs) begin to be
integrated into MSS networks within the United States. Clarifying comments from experts from
the National Telecommunications and Information Administration (NTIA) on the criteria used to
develop positions in these proceedings were also provided to those present at the mecting.
        The desirability of eoordination among service providers and service users in shared
spectrum bands employing MSS was discussed. Per comments made at this meeting,it appears
those participating in the meeting intend (to the extent practicable) to employ means to avoid
harmfulinterference with others operating in the same spectrum band in the future.

        To that end, most participants indicated they are open to additional exchanges of
technical information (including possible sharing ofnon—privileged criteria applied in testing)
while the respective Commission proceedings remain open.
