        Final Analysis Communication Services, Inc. ("Final Anélysié"'); through its

attorneys, hereby requests an extension of time in which to respond to Leo One USA

Corporation‘s ("Leo One") Motion to Dismiss filed September 4, 1996 against Final

Analysis‘s August 19, 1996 Amendment to its pending second round NVNG MSS

application.

        Subsequent to the filing of Leo One‘s Motion, the Commission placed Final

Analysis‘s Amendment on Public Notice (File No. 151—SAT—AMEND—96, Public Notice

Report No. SPB—58, September 12, 1996). Therefore, other parties may comment on Final

Analysis‘s Amendment at a later date.

         Final Analysis would like the opportunity to respond to all comments on its

Amendment at one time on a consolidated basis. Final Analysis respectfully submits that this

approach also would help conserve Commission staff resources by reducing the number of

pleadings to be reviewed in this matter.


        Additionally, as Final Analysis‘s Amendment now has been placed on Public Notice,

Final Analysis does not believe that this approach would in any way prejudice the interests of

Leo One or any other parties, and no delay is created overall.‘

        Accordingly, Final Analysis hereby requests the International Bureau to grant its

request for an extension of time to file its opposition to Leo One‘s Motion to Dismiss at the

same time, and on a consolidated basis with, its response to any other comments that may be

filed on the Final Analysis Amendment at the close of the Public Notice period.
