On January 9, 2006, the Policy Branch granted with conditions ORBIMAGE, Inc.'s (ORBIMAGE's) application,
SAT-MOD-20050511-00097, as amended by SAT-AMD-20051118-00234, to modify its existing authorization to operate a
Non-Geosynchronous Orbit Satellite System (NGSO) in the Earth Exploration Satellite Service (EESS). Accordingly, ORBIMAGE is
authorized to construct, launch, and operate an additional NGSO satellite, OrbView-5, that will be in a sun-synchronous orbit 684 Km
above the Earth, with an inclination of 98.1272 degrees. Specifically, ORBIMAGE is authorized to operate an X-band data downlink
centered at 8210 MHz with a 370 MHz bandwidth and an X-band data downlink centered at 8210 MHz with a 150 megahertz
bandwidth for EESS service and to conduct an uplink tracking, telemetry and control (TT&C) in a 128 kilohertz channel at 2092.6
MHz center frequency and downlink TT&C in a 59.7 kilohertz channel at 8394 MHz center frequency, in accordance with the
technical parameters set forth in its application, the Commission's Rules, and the terms and conditions set forth in the grant.

On October 3, 2005, SES Americom, Inc. submitted a three million dollar performance bond, payable to the U.S. treasury, in
conformance with this condition in its space station license.

SAT-MOD-20050110-00004              S2651          ICO Satellite Services G.P.

On July 23, 2005, ICO Satellite Services, G.P. (ICO) filed a $1.5 million performance bond payable to the U.S. Treasury, as
required by its modified reservation of spectrum for provision of 2 GHz MSS in the United States. See ICO Satellite Services G.P.,
DA 05-1504 (rel. May 24, 2005), and FCC Public Notice, DA 05-1545 (rel. May 27, 2005).

INFORMATIVE
On July 28, 2005 and January 9, 2006, ICO submitted certifications to establish that ICO has begun physical construction of its
geostationary satellite. The Bureau has determined that ICO has commenced physical construction of a geostationary-orbit
satellite consistent with its reservation of spectrum and may therefore reduce the bond amount by $750,000, as provided in
Section 25.165(d) of the Commission’s rules. See Amendment of the Commission's Space Station Licensing Rules and Policies,
First Report and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003) and
Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on Reconsideration and Fifth Report and
Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).

On October 6, 2005, Star One S.A. submitted a three million dollar performance bond, payable to the U.S. treasury, in
conformance with this condition in its space station license.
