With this amendment, MSV proposes to change the orbital location for its satellite from 82W to 63.5 W.

MSV requests authority to launch and operate an L-band satellite at 63.5°W to provide MSS in South America. The proposed satellite
will use L-band frequencies for service links (1525-1559 MHz (Space-to-Earth) and 1626.5-1660.5 MHz (Earth-to-Space)) and 500
MHz planned Ku band frequencies for feeder links and TT&C functions (10.7-10.95 GHz and 11.2-11.45 GHz (Space-to-Earth) and
12.75-13.25 GHz (Earth-to-Space)).

EchoStar Satellite Corporation has filed an application to modify its DBS authorization for the EchoStar 4 satellite at the 157 W.L.
orbital location (See File No. DBS 88-01, DA 03-1510). EchoStar seeks to operate EchoStar 4 on channels 7 and 11 instead of
channels 3 and 5. EchoStar states that the transponders associated with channels 3 and 5 are not sustainable, but that EchoStar 4 is
capable of providing service on other channels. The application also includes a request for waiver of 47 C.F.R. Section 25.148(c)
which requires EchoStar 4 to provide service to Alaska and Hawaii from 157 W.L.

Special Temporary Authority


DIRECTV requests special temporary authority, for a period of 180 days, to (i) drift its DIRECTV 5 satellite from its current orbital
position at 119 degrees W.L. to the Canadian BSS 72.5 degree orbital location upon the successful launch and positioning of its
DIRECTV 7S satellite at 119 degree W.L. and (ii) perform TT&C over DIRECTV 5 at 72.5 degrees W.L. for a period of time once the
satellite is relocated.
