The Boeing Company has filed a conforming amendment to its pending application to launch and operate a non-geostationary satellite
system in the Ku-band (see Application File No. SAT-LOA-19990108-00006), pursuant to Report and Order and Further Notice of
Proposed Rulemaking in the Establishment of Policies and Service Rules for the Non-Geostationary Satellite Orbit, Fixed-Satellite
Service in the Ku-band, 17 FCC Rcd 7841 (2002) and Amendment of Parts 2 and 25 of the Commission's Rules to Permit Operation of
NGSO FSS Systems Co-Frequency with GSO and Terrestrial Systems in the Ku-band Frequency Range, First Report and Order and
Further Notice of Proposed Rulemaking, 16 FCC Rcd 4096 (2000).

In its amendment, Boeing withdraws its request to operate Earth-to-space feeder links in the 13.15-13.2125 GHz band. In addition,
Boeing seeks a limited waiver of the Commission's filing requirements in Section 25.146(a).

Systems Co-Frequency with GSO and Terrestrial Systems in the Ku-band Frequency Range, First Report and Order and Further Notice

Pegasus Development 107 License Corporation has filed a application for modification of its Ka-band satellite system (See File No.
96-SAT-P/LA-98; SAT-LOA-19980403-00026) to make technical changes that will conform its license for the 107 degree W.L.
orbital location to the design specified in its procurement contract. In addition, Pegagus seeks to relinquish its authority to operate
inter-satellite links for the satellites at 107 degrees W.L. and proposes other minor changes that will facilitate deployment.



SAT-MOD-20030502-00079              E S2389           Intelsat LLC
Modification


Intelsat LLC requests authority to relocate the INTELSAT 602 satellite from 32.9 degrees E.L. to 66.15 degrees E.L. rather than to
29.5 degrees W.L. Intelsat LLC plans to start relocation of INTELSAT 602 in June/July 2003 and have the satellite at the 66.15º E.L.
location in July/August 2003.

Petition for Declaratory Ruling


Hispasat, S.A. has filed a Petition for Declaratory Ruling requesting the Commission add its HISPASAT-1D satellite to the "Permitted
Space Station" list created by the Commission in the DISCO II First Reconsideration Order. [See Amendment of the Commission's
Regulatory Policies to Allow Non-U.S. Licensed Space Stations to Provide Domestic and International Satellite Service in the United
States, Order, IB Docket No. 96-111, FCC 99-325 (released Oct. 29, 1999) (DISCO II First Reconsideration Order).]

HISPASAT-1D was launched in September 2002 and is operating at 30° W.L.

Petition for Declaratory Ruling


Binariang Satelilte Systems SDN BHD has filed a Petition for Declaratory Ruling requesting the Commission add its MEASAT-2
satellite to the "Permitted Space Station" list created by the Commission in the DISCO II First Reconsideration Order. [See
Amendment of the Commission's Regulatory Policies to Allow Non-U.S. Licensed Space Stations to Provide Domestic and
International Satellite Service in the United States, Order, IB Docket No. 96-111, FCC 99-325 (released Oct. 29, 1999) (DISCO II
First Reconsideration Order).]

MEASAT-2 is operating at 148° E.L. using C-band frequencies. The Petition also addresses certain issues raised by the Commission
with respect to Binariang's July 2001 Petition (see File No. SAT-PDR-20010801-00069).
