the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

BlackSky Global LLC requests modification of its authority to construct, deploy and operate a non-geostationary orbit Earth Exploration Satellite
Service constellation. BlackSky proposes (i) a change in the propulsion system to be employed for Global-4 from a butane-based to water-based
system; (ii) a correction in the injection altitude for Global-4 from 475 km to 450 km; and (iii) a change in the planned launch vehicle (new
launch vehicle still to be determined) and associated initial deployment parameters for Global-3 satellite to an orbital apogee range of 435-585
km with inclinations ranging from 40 degrees to polar sun-synchronous (nominal 98 degrees). BlackSky requests, to the extent necessary, waiver
of Schedule S requirements for Global-3.

Petition for Declaratory Ruling


Hiber Inc. requests U.S. market access for its Netherlands-authorized constellation of up to 24 small low-earth orbit satellites to provide
non-voice, non-geostationary, mobile satellite services using frequencies in the 400.15-401 MHz (space-to-Earth) and 399.9-400.05 MHz
(Earth-to-space) bands. Hiber proposes to operate the satellites in a polar sun-synchronous orbit at an altitude of approximately 600 km. The
first two satellites have been launched, one into an orbit with a perigee at 481.8 km, apogee at 507.0 km and a 97.5° inclination, another with a
perigee at 582.6 km, apogee at 597.9 km and a 97.8° inclination.
