This application is being returned to the Accepted Public Notice in order to identify all sites. Alaska Communications Internet LLC (ACI) requested in this modification of its C-band network license to: (1) add ten new fixed earth stations (2.4m) located in the Kuspuk School District in Alaska and (2) operate additional frequencies at its five currently licensed remote earth station sites. All earth stations will operate with the Eutelsat 115 West B satellite at the 114.9° W.L. orbital location in the 3944-4016 MHz (space-to-Earth) and the 5925-6001, 6189.565-6237.565, and 6169-6241 MHz (Earth -to-space) frequency bands. In its application, ACI requests that the Commission extend the previously granted waiver of the bandwidth limitation of Section 25.115(c)(2)(i)(B) to permit ACI to use up to 144 megahertz of bandwidth on Eutelsat 115 West B. ACI also requests that the Commission waive the temporary freeze on the filing of new applications for fixed-satellite service (FSS) earth station licenses in the 3700-4200 MHz band (Filing Freeze). ACI asserts that waiver of the Filing Freeze is in the public interest due to the challenges of providing communication services to remote portions of Alaska and the need for C-band FSS earth stations to provide such services. ACI states that grant of the waiver request will enable it to expand delivery of critical broadband services to remote Alaskan primary and secondary schools.
