 On October 14, 2016, the Satellite Division granted in part, with conditions, and deferred in part the application of Spire Global, Inc. for
 authority to construct, deploy, and operate a constellation of up to 175 technically identical non-geostationary satellites. Specifically, Spire was
 authorized to construct, deploy, and operate 28 technically identical non-geostationary satellites. Up to 28 satellites may be initially deployed to
 orbital altitudes of no greater than 650 kilometers, or alternatively, up to eight satellites of the 28 authorized may be launched via a Falcon-9
 launch vehicle as part of the SHERPA/Formasat-5 mission for deployment into a 450 km x 720 km orbit at an inclination of 97.4 degrees. The
 satellites will be used to conduct maritime monitoring, meteorological monitoring, and earth imaging operations using the 2020-2025 MHz
 frequency band (space-to-Earth). Spire was also authorized to uplink data (Earth-to-space) and to operate a back-up data downlink
 (space-to-Earth) in the 402-403 MHz band frequency band. Spire was authorized to conduct telemetry, tracking and command functions in the
 402-403 MHz band (Earth-to-space and space-to-Earth). In addition, the satellites will also receive Automatic Identification System (AIS)
 signals centered at 161.975 MHz and 162.025 MHz, and GPS signals centered at 1575.42 MHz and 1227.60 MHz. Action was deferred on the
 remainder of Spire's application.

 On October 19, 2016, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30
 days, to continue to conduct in-orbit testing of the Intelsat 33e space station at the 59.55º E.L. orbital location using the 3625-4200 MHz
 (space-to-Earth), 5850-6725 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.2-11.45 GHz (space-to-Earth), 11.45-12.2 GHz
 (space-to-Earth), 12.5-12.6 GHz (space-to-Earth), 18.3-20.2 GHz (space-to-Earth), 13.75-13.85 GHz (Earth-to-space), 14.0-14.5 GHz
 (Earth-to-space), 17.3-17.8 GHz (Earth-to-space), and 28.1-30.0 Hz (Earth-to-space) frequency bands. Intelsat was also authorized to continue
 to conduct telemetry, tracking, and command operations necessary to maintain Intelsat 33e at the 59.55º E.L. orbital location during in-orbit
 testing, and to effect the drift of Intelsat 33e to the 60.0º E.L. orbital location upon completion of in-orbit testing, using the following center
 frequencies: 4197.25 MHz, 4197.75 MHz, 4198.25MHz, and 4198.75 MHz (space-to-Earth); and 6422.00 MHz, 6424.5 MHz, 5850.5 MHz, and
 5853.0 MHz (Earth-to-space).
