 Grant of Authority                                                                                                      Effective Date:      06/30/2016



 On June 30, 2016, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days, to
 continue to conduct in-orbit testing of the Intelsat 31 space station at the 132.0º W.L. orbital location using the 3400-3700 MHz
 (space-to-Earth), 6425-6725 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-12.2 GHz (space-to-Earth), and 13.75-14.5 GHz
 (Earth-to-space) frequency bands. Intelsat was also authorized to conduct telemetry, tracking, and command operations necessary to maintain
 Intelsat 31 at the 132.0º W.L. orbital location during in-orbit testing, and to effect the drift of Intelsat 31 to the 95.05º W.L. orbital location upon
 completion of in-orbit testing, using the following center frequencies: 11194.25 MHz, 11195.5 MHz, 11196.25 MHz, 11196.75 MHz
 (space-to-Earth); and 13998.5 MHz and 14006.0 MHz (Earth-to-space).

On June 30, 2016, the Satellite Division determined that Spire Global, Inc. has met the final milestone associated with its license to deploy
and operate nine additional satellites for its non-geostationary orbit Earth Exploration Satellite Service LEMUR constellation. See IBFS
File No. SAT-LOA-20151123-00078 (granted in part/deferred in part, Mar. 18, 2016). Spire has confirmed that eight of the nine satellites
have been deployed and are operational and that the remaining satellite failed to deploy for reasons beyond Spire's control and was lost. See
Letter from Tony Lin, Counsel to Spire Global, Inc. to Marlene H. Dortch, FCC, dated June 29, 2016. The Satellite Division had
previously extended the deadline for Spire to file its bond for the nine satellites through July 18, 2016. Since Spire has met the final
milestone associated with its license, there is no need for Spire to post the bond required in paragraph 6 of its license conditions. The
Satellite Division also dismissed as moot Spire's remaining request to waive the bond filing requirement for the nine satellites.
