The effective date of these actions is the release date of this Notice, except where an effective date is specified. SAT-LOA-20151123-00078 E S2946 Spire Global, Inc. Launch and Operating Authority Granted in Part/ Deferred in Part Effective Date: 06/16/2016 Nature of Service: Earth Exploration Satellite Service, Other On June 16, 2016, the Satellite Division granted in part and deferred in part, with conditions, the application of Spire Global, Inc. for authority to construct, deploy, and operate a constellation of up to 175 technically identical non-geostationary satellites. Specifically, Spire was authorized to construct up to 20 technically identical satellites in addition to the nine satellites previously authorized - with deployment at orbital altitudes between 400 and 650 km - and to conduct maritime monitoring, meteorological monitoring and earth imaging operations using the 2020-2025 MHz frequency band (space-to-Earth). Spire was also authorized to operate a back-up downlink for those operations in the 402-403 MHz frequency band and to conduct telemetry, tracking and command functions in the 402-403 MHz band (Earth-to-space and space-to-Earth). The maximum bandwidth of any transmission in the 402-403 MHz band is limited to 15 kHz, and all transmissions in these frequencies shall be within a 200 kHz band centered on 402.7 MHz, i.e., within 402.6-402.8 MHz, except as necessary for a period immediately following the deployment of the satellites to allow for the retuning of transmissions. In addition, the satellites will also receive Automatic Identification System (AIS) signals centered at 161.975 MHz and 162.025 MHz, and GPS signals centered at 1575.42 MHz and 1227.60 MHz. Action was deferred on the remainder of Spire's application. SAT-MOD-20150802-00053 E S2912 Planet Labs Inc. Modification 06/15/2016 - 02/28/2029 Granted in Part/ Deferred in Part Effective Date: 06/15/2016 Nature of Service: Earth Exploration Satellite Service On June 15, 2016, the Satellite Division granted in part and deferred in part, with conditions, the application of Planet Labs Inc. to modify its authorization to construct, deploy and operate a system of technically identical non-geostationary orbit Earth Exploration Satellite Service satellites. The Satellite Division deferred action on Planet Labs' request to include in its authorization satellites that are the subject of a Petition to Deny by ORBCOMM. It also deferred action on transmissions of remote sensing and telemetry data to certain earth stations in the 8025-8400 MHz frequency band. The Satellite Division otherwise granted Planet Labs' application. Specifically, Planet Labs was authorized to construct, deploy, and operate up to 600 technically identical NGSO EESS satellites in addition to those satellites already deployed and currently operational. The satellites will be deployed at altitudes between 350 km and 660 km and will transmit remote sensing and telemetry data to fixed earth stations in the 8025-8400 MHz (space-to-Earth) frequency band, receive command signals in the 2025-2110 MHz (Earth-to-space) frequency band, and may use the 401-402 MHz (space-to-earth) and 449.75-450.25 MHz (Earth-to-space) frequency bands for early-phase and emergency-backup telemetry, tracking, and command operations, as well as for ranging and orbit determination on a non-emergency basis throughout the mission lifetime. SAT-MOD-20160425-00040 E S2400 Intelsat License LLC Modification 07/18/2016 - 12/31/2018 Grant of Authority Effective Date: 06/16/2016 Nature of Service: Fixed Satellite Service On June 16, 2016, the Satellite Division granted, with conditions, the application of Intelsat License LLC for modification of its authorization for the Intelsat 701 space station at the 29.5° W.L. orbital location by extending the license term through December 31, 2018. Intelsat is authorized to continue to provide Fixed-Satellite Service via Intelsat 701 at the 29.5° W.L. orbital location in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth), 11.7-11.95 GHz (space-to-Earth), 12.5-12.75 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequencies pursuant to the terms of its current authorization in IBFS File No. SAT-MOD-20130513-00068. INFORMATIVE SAT-LOA-20151123-00078 S2946 Spire Global, Inc. On June 16, 2016, the Satellite Division granted in part and deferred in part the request of Spire Global, Inc. to waive or to extend the deadline to file a bond in the amount of $5,000,000 for its non-geostationary orbit Earth Exploration Satellite Service LEMUR constellation. See IBFS File No. SAT-LOA-20151123-00078 (granted in part and deferred in part, Mar. 18, 2016). The Satellite Division previously granted Spire's request to extend the bond filing deadline through June 18, 2016, and deferred action on Spire's request to extend the deadline through July 18, 2016. Spire confirms that all nine Spire satellites that are subject to the bond filing requirement were successfully launched on March 22, 2016, and four of the nine satellites were successfully deployed from the International Space Station on May 18, 2016. The remaining five satellites await deployment from the Cygnus supply payload vehicle, which was scheduled to occur by June 18, 2016, but has been temporarily postponed based on a decision by NASA. Accordingly, the Division extended the deadline by an additional 30 days, through July 18, 2016, to file a bond for Call Sign S2946. The Satellite Division continued to defer action on Spire's request to waive the bond filing requirement.
