Date Filed: 11/23/2015 18:33:08:56000 Launch and Operating Authority Spire Global, Inc. requests authority to deploy and operate a constellation of up to 175 technically identical non-geostationary satellites, operating at orbital altitudes from 400 to 720 km and inclinations ranging from equatorial to polar sun-synchronous (98 degrees) to provide maritime monitoring, meteorological monitoring, and earth imaging services. To maintain an operational fleet of up to 175 satellites, Spire requests authority to deploy a total of up to 900 technically identical satellites over a period of 15 years. Spire requests authority to operate in the 8025-8400 MHz frequency band (space-to-Earth) and the 2025-2110 MHz frequency band (Earth-to-space), including for telemetry, tracking, and control. Spire also seeks authority to operate in the 2020-2025 MHz frequency band (space-to-Earth) and the 402-403 MHz frequency band (Earth-to-space) for redundancy and emergency backup purposes and, for Phase II satellites, to transmit a satellite health beacon signal in the 402-403 MHz frequency band. In addition, Spire proposes to receive AIS signals in the 161.9625-161.9875 MHz and 162.0125-162.0375 MHz frequency bands, and GPS signals centered at 1575.42 MHz and 1227.60 MHz. Spire requests that this application be processed pursuant to the first-come, first-served procedure adopted for "GSO-like satellite systems" under Section 25.158 of the Commission's rules and requests waivers of Sections 25.156 and 25.157 of the Commission's rules. Spire requests a waiver of the default service rules under Section 25.217(b) of the Commission's rules. Spire also request a waiver of the U.S. Table of Frequency Allocations, Section 2.106, to use the 402-403 MHz frequency band (Earth-to-space) and the 2020-2025 MHz frequency band (Earth-to-space) on a non-conforming, non-harmful interference basis.
