 Launch and Operating Authority

DIRECTV Enterprises, LLC requests authority to launch and operate DIRECTV 15, a geostationary Ka-band satellite, and authority to launch
but not operate a 12/17 GHz Direct Broadcast Satellite payload on DIRECTV 15. DIRECTV 15 will operate at the 102.75° W.L orbital location
to provide direct-to-home fixed-satellite service using the 18.3-18.59 GHz and 19.7-20.2 GHz (space-to-Earth), and 28.35-28.6 GHz,
29.25-25.29 GHz, and 29.5-30.0 GHz (Earth-to-space) frequency bands. Telemetry, tracking, and command functions will be conducted in the
29.5-30.0 GHz and 19.7-20.2 GHz frequency bands. DIRECTV has been previously licensed to launch and operate a 17/24 GHz Broadcasting
Satellite Service (BSS) payload on DIRECTV 15. See Call Sign S2712; 24 FCC Rcd 9393 (Int'l Bur. 2009). DIRECTV also requests a partial
