("Prestige"), pending grant of formal Commission approval of that transaction. The Commission granted Zenex authority to provide global resale services on August 2, 1996. See Public Notice, DA—96—1221 (August 2, 1996). Zenex and Prestige are today filing an application for authority to transfer control of Zenex to Prestige (the "Application") (please see copy attached) by means of a stock purchase transaction. The Application raises no issues of foreign affiliation, and Zenex and Prestige therefore believe that it can and should be granted without delay.
