ATTACHMENT 1 Notification of the Pro Forma Transfer of Control of Frontier Southwest Inc. Pursuant to Section 64.24(f) of the Commission’s rules, 1 the Commission is hereby notified of the internal restructuring and pro forma transfer of control of Frontier Southwest Inc. (“Frontier Southwest”),2 which holds an international Section 214 authorization. Because the restructuring did not result in a change in the ultimate control of Frontier Southwest, which remains with Frontier Communications Corporation (“Frontier”), the transfer was pro forma in nature. Answer to Question 13 On June 22, 2018, Frontier undertook an internal corporate restructuring in which Frontier Southwest changed from an indirect wholly-owned subsidiary of Frontier to a direct wholly-owned subsidiary of Frontier. Specifically, prior to the restructuring, Frontier Southwest was a direct wholly-owned subsidiary of Newco West Holdings LLC (“Newco West”), which in turn is a direct wholly-owned subsidiary of Frontier. As a consequence of the restructuring, Newco West is no longer an intermediate holding company between Frontier and Frontier Southwest, and Frontier Southwest is now a direct wholly-owned subsidiary of Frontier. Because the restructuring did not change the ultimate ownership or control of Frontier Southwest, which remains with Frontier, the transfer of control was pro forma in nature. 2
