RCI, the Section 214 authorization holder, is affiliated with the following foreign carriers:

          RCOM, an Indian company that is authorized to provide competitive wireline
           and wireless voice and data services in India. RCOM has less than a 50%
           market share in the international transport and the local access markets in
           India.

          Reliance Telecom Limited (“RTL”), an Indian company that provides cellular
           mobile service in India. RTL has less than a 50% market share in the
           international transport and the local access markets in India.

          Reliance Communications (UK) Limited (“RCUK”), a United Kingdom
           company that provides international wholesale and retail calling services in
           the United Kingdom. RCUK has less than a 50% market share in the
           international transport and the local access markets in the United Kingdom.

          Reliance Communications (Hong Kong) Limited (“RCHK”), a Hong Kong
           company that provides retail international calling services in Hong Kong
           RCHK has less than a 50% market share in the international transport and the
           local access markets in Hong Kong.

          Reliance Communications (Singapore) Pte. Limited (“RCSG”), a Singaporean
           company that provides retail international calling services in Singapore.
           RCSG has less than a 50% market share in the international transport and the
           local access markets in Singapore.

          Reliance Communications (Australia) Pty Limited (“RC Aus”), an Australian
           company that provides retail international calling services in Australia. RC
           Aus has less than a 50% market share in the international transport and the
           local access markets in Australia.

          Reliance Communications (New Zealand) Pte. Limited (“RCNZ”), a New
           Zealand company that provides retail international calling services in New
           Zealand. RCNZ has less than a 50% market share in the international
           transport and the local access markets in New Zealand.

          Reliance Communications Canada, Inc. (“RCCI”), a U.S. corporation that
           holds a Canadian license for the provision of basic international
           telecommunication services from Canada and provides international calling
           services from Canada through the use of virtual calling cards. RCCI has no
           telecommunications assets in Canada, and has less than a 50% market share in
           the international transport and the local access markets in Canada.


          Reliance Globalcom Limited (“RGL”), a Bermuda company, and its
           subsidiaries provide service or are licensed to provide service in various
           foreign jurisdictions, including: Bahrain, Belgium, France, Germany, Greece,
           Hong Kong, Ireland, Japan, Korea, Netherlands, Singapore, Spain, Taiwan,
           and the United Kingdom.1 RGL, through its subsidiaries, operates a global
           telecommunications network comprised of fiber-optic cable systems and
           interfaces that are owned by, leased by, or otherwise available to them, and
           are carriers’ carriers offering services including Internet protocol (“IP”)
           transit, IP point-to-point service, leased capacity services, managed bandwidth
           services, co-location services, and long-term rights of use in capacity. RGL
           and its subsidiaries own, operate or control only subsea, international long
           haul networks and do not have any local access assets. RGL and each of its
           foreign carrier subsidiaries are authorized to operate in a member of the World
           Trade Organization, and each has less than a 50% market share in the
           international transport and the local access markets in the affiliated destination
           market.

          Reliance Vanco Group Limited (“RVGL”), a United Kingdom company, and
           its subsidiaries provide service or are licensed to provide service in various
           foreign jurisdictions, including: Australia, Belgium, France, Germany, Italy,
           Japan, Netherlands, Norway, Poland, Singapore, Spain, Sweden, Switzerland,
           and the United Kingdom.2 RVGL, through its subsidiaries, engages primarily
           in the provision of managed network services and, accordingly, manages a
           global telecommunications network comprised of fiber-optic cable systems
           and interfaces that are leased by or otherwise available to them. RVGL and
           its subsidiaries do not have any local access assets. RVGL and each of its
           foreign carrier subsidiaries are authorized to operate in a member of the World
           Trade Organization, and each has less than a 50% market share in the
           international transport and the local access markets in the affiliated destination
           market.

Upon the consummation of the Transaction, RCI will also be affiliated with the following
foreign carriers:

          Aircel Limited (“Aircel”), an Indian company that provides wireless
           telecommunications services in India. Aircel is authorized to operate in a
           member of the World Trade Organization and has less than a 50% market
           share in the international transport and the local access markets in India.

          Aircel’s wholly-owned subsidiary, Dishnet Wireless Limited (“DWL”), an
           Indian company that provides wireless telecommunications services in India.
           DWL is authorized to operate in a member of the World Trade Organization

    and has less than a 50% market share in the international transport and the
    local access markets in India.

   Maxis Broadband Sdn Bhd (“MBSB”), a Malaysian company that provides
    integrated voice, data, broadband and support services to affiliated entities,
    and is licensed to provide such services in Malaysia. MBSB is a wholly-
    owned subsidiary of Maxis Berhad (“MB”), a public listed company in
    Malaysia. MB is owned 64.91% by BGSM Equity Holdings Sdn Bhd
    (“BGSME”), which is owned 100% by BGSM Management Sdn Bhd
    (“BGSMM”). Aircel’s indirect parent, Maxis Communications Berhad
    (“MCB”), owns 100% of BGSMM. MBSB is authorized to operate in a
    member of the World Trade Organization and has less than a 50% market
    share in the international transport and the local access markets in Malaysia.

   Maxis Mobile Sdn Bhd (“MMSB”), a Malaysian company that provides
    mobile telecommunications services for special niche projects such as
    universal service provision (“USP”), and is licensed to provide such services
    in Malaysia. MMSB is a wholly-owned subsidiary of MB. MB is owned
    64.91% by BGSME, which is owned 100% by BGSMM. Aircel’s indirect
    parent, MCB, owns 100% of BGSMM. MMSB is authorized to operate in a
    member of the World Trade Organization and has less than a 50% market
    share in the international transport and the local access markets Malaysia.

   Maxis Mobile Services Sdn Bhd (“MMSSB”), a Malaysian company that
    provides mobile telecommunications services for special niche projects such
    as USP, and is licensed to provide such services in Malaysia. MMSSB is a
    wholly-owned subsidiary of MB. MB is owned 64.91% by BGSME, which is
    owned 100% by BGSMM. Aircel’s indirect parent, MCB, owns 100% of
    BGSMM. MMSSB is authorized to operate in a member of the World Trade
    Organization and has less than a 50% market share in the international
    transport and the local access markets Malaysia.

   Maxis International Sdn Bhd (“MISB”), a Malaysian company that engages in
    telecommunications activities, and is licensed to provide telecommunications
    services in Malaysia. MISB is a wholly-owned subsidiary of MB. MB is
    owned 64.91% by BGSME, which is owned 100% by BGSMM. Aircel’s
    indirect parent, MCB, owns 100% of BGSMM. MIBSB is authorized to
    operate in a member of the World Trade Organization and has less than a 50%
    market share in the international transport and the local access markets in
    Malaysia.
