Cameron Communications, LLC (“Cameron”), the holder of an International Section 214
Authorization for Global Resale (File No. ITC-214-20100317-00105), was subject to a pro
forma transfer of control on or about April 1, 2010. Cameron has long been owned, controlled
and operated by the Henning family, which consists of William L. Henning, Sr., his wife Lena B.
Henning, and their sons William L. Henning, Jr., John A. Henning, Sr., and Thomas G. Henning.
On or about April 1, 2010, the Cameron membership units in two family trusts controlled by Mr.
and Mrs. Henning for the benefit of their sons were distributed to the sons. However, after the
distribution, William L. Henning, Sr. continued to hold all voting rights for the Cameron
membership units pursuant to a Voting Trust Agreement, dated December 18, 2007, among
William L. Henning, Sr. (as voting trustee), William L. Henning, Jr., John A. Henning, Sr. and
Thomas G. Henning.

The trustee of the William L. Henning, Sr. 2008 Grantor Retained Annuity Trust was Lena B.

The trustee of the Lena B. Henning 2008 Grantor Retained Annuity Trust was William L.

William L. Henning, Sr. and Lena B. Henning are husband and wife, and are the father and
mother of William L. Henning, Jr.; John A. Henning, Sr.; and Thomas G. Henning.

The beneficiaries of the Henning Retained Annuity Trust are Katherine A. Henning and Grant T.
Henning, who are both United States citizens. Katherine A. Henning and Grant T. Henning are
sister and brother, and the children of Thomas G. Henning.

No other entity directly or indirectly owns ten percent (10.0%) or more of the equity and voting
interests of Cameron Communications at this time (that is, prior to the completion of the
proposed transaction).

Answer to Question 12

Neither Cameron nor any of its subsidiaries or affiliates has any interlocking directorates with a
foreign carrier.

Answer to Question 13

The subject pro forma transfer of control consisted of the distribution of the Cameron LLC
membership units held by the William L. Henning, Sr. 2008 Grantor Retained Annuity Trust
(Lena B. Henning, Trustee) and by the Lena B. Henning 2008 Grantor Retained Annuity Trust
(William L. Henning, Sr.) to the trust beneficiaries, their sons William L. Henning, Jr., John A.
Henning, Sr. and Thomas G. Henning. Both before and after the pro forma transfer, William L.
Henning, Sr. continued to hold all voting rights for the Cameron membership units pursuant to a
Voting Trust Agreement, dated December 18, 2007, among William L. Henning, Sr. (as voting
trustee), William L. Henning, Jr., John A. Henning, Sr. and Thomas G. Henning
