Application for consent to transfer ultimate control of section 214 authorizations (ITC—214—
19981001—00682 & ITC—214—19981015—00711) held by North American Communications
Limited (North American) from eircom Group, plc to Babcock & Brown Capital Limited (BCM).
BCM is a corporation formed under the laws of Victoria, Australia, traded publicly on the
Australian stock exchange and is widely held. North American has accepted dominant carrier
regulation on the U.S. — Ireland routes due to its affiliation with eircom (formerly Telecom
Eireann) under ITC—214—19981001—00682. It will continue to be regulated as a dominant carrier
on the U.S. — Ireland route after the consummation of the proposed transaction.

Belgacom International Carrier Services N.V./S.A. (BICS)‘s application for authority to provide
global facilities—based and resale services between the United States and permissible international
points. BICS is incorporated and located in Brussels, Belgium. Moreover, BICS is 72 percent
owned by Belgacom S.A./N.V. ("Belgacom"), a Belgium corporation located in Brussels,
Belgium. Belgacom is a telecommunications company licensed in Belgium. Belgacom, in turn, is
owned approximately 53 percent by the Belgian State. The remaining 28 percent equity interest
in BICS is held by Swisscom Fixnet Ltd ("Swisscom Fixnet"), a Swiss corporation located in
Bern, Switzerland. Swisscom Fixnet is a telecommunications company headquartered and
licensed in Switzerland. Swisscom Fixnet is wholly owned by its parent company, Swisscom Ltd,
a Swiss corporation located in Bern, Switzerland. Swisscom Ltd. is a holding company.

BICS agrees to be regulated as dominant carrier on the U.S. — Belgium and U.S. — Switzerland
routes, without prejudice to its right to petition for reclassification at a later date.
